With the continuous development of economic society and the continuous advancement of urbanization, more and more construction enterprises begin to seek the transition from single project management to high-efficiency management of construction programme,in order to enhance the market competitiveness of enterprises by improving the comprehensive management level,so that enterprises are in an invincible position in the competitive market. As an indispensable production factor of construction products, resources are the primary object of construction programme management. The key to efficient management of construction programme is to strengthen the overall and coordinated management of construction programme resources.Only by coordinating the resource requirements of each subproject within the construction programme and adjusting the resource allocation in time can the resource utility be fully brought into play and the overall construction benefit of the construction programme be improved. This paper takes the construction programme resource management as the research object, and optimizes the construction programme resource parallel management mode by introducing the concurrent engineering theory into the construction programme resource management. At the same time, considering the project construction cost, construction period and other influencing factors, the resource allocation model of the construction programme under the time limit constraint is constructed, and the construction programme resources are coordinated and allocated under the parallel management mode of the construction programme resources,so as to achieve the purpose of efficient resource allocation without affecting the construction period.Firstly, the research status of concurrent engineering and construction programme resource management at home and abroad is reviewed. On this basis, the related theories of concurrent engineering and construction programme resource management are systematically elaborated, including the origin and development of concurrent engineering, conceptual analysis, application system, etc.,as well as the concepts, characteristics, key points of management and related theories of resource allocation of construction programme resource management, etc. In addition, the applicability of concurrent engineering in construction programme resource management is analyzed, which provides a solid theoretical basis for subsequent research.Secondly,in order to strengthen the overall and coordinated management of construction programme resources, the concurrent engineering theory is introduced to optimize the management mode of construction programme resources, specifically including reorganizing the organization of construction programme resources management and reorganizing the process of construction programme resources management. On this basis, the key points of resource management process control and the construction ideas of information integration platform are put forward to provide organizational and platform support for strengthening the coordinated management of construction programme resources. Finally, based on the parallel management mode of construction programme resources, the mechanism of resource allocation under time constraints is analyzed. The resource allocation model under time constraints is constructed by using mathematical programming method, and the cost difference algorithm is used to solve it.Finally, the model is demonstrated with an actual case to verify the effectiveness of the model. The resource allocation model of the construction programme under time constraints fully demonstrates the necessity and importance of the parallel resource management model. It not only provides a solution to the problem of unbalanced resource allocation of the construction programme, but also makes the resource management of the construction programme closer to the engineering practice and provides theoretical support for construction enterprises to improve the comprehensive management level of the construction programme.
