The construction of public facilities is the guarantee of urban infrastructure construction and the necessary guarantee for the maintenance and development of urban ecosystem,the invisible development power of the city,and the aorta under the road surface.In recent years,under the special historical period of the new economic normal,under the macro requirements of the new urbanization of the country,the national level has paid more and more attention to the construction of municipal infrastructure.For the steady development of the city,the infrastructure construction planning has been issued many times in recent years.Relevant documents have expressed new historical requirements for the construction of municipal infrastructure.In addition,at the end of 2016,the state set up the China(Liaoning)Pilot Free Trade Zone,which started the first shot of the opening up of the old industrial base in Northeast China.As one of the pilot cities,Shenyang has more than one hundred international "high-precision" projects.The municipal support has put forward more secure,smarter and more complete protection requirements.Therefore,the planning of municipal facilities planning in the Free Trade Zone has become a new research field,and has realized the innovation and experiment of infrastructure supporting in the context of new urbanization.It has important theoretical significance and wide application prospects.The Shenyang Area of China(Liaoning)Pilot Free Trade Zone(hereinafter referred to as"Shenyang Free Trade Zone")is located in the south of Shenyang,involving the two administrative regions of Hunnan District and Sujiatun District,with a total area planning of 29.97 square kilometers.The location of the free trade zone comprehensively considers factors such as "constructible,transferable,centralized contiguous,border closed" and forms an irregular land layout.The free trade zone has six majors' sections covers Modern service new-city,High-end Manufacturing R&D park,Scientific innovation industry garden,Modern Logistics Zone,Airport Service Section and the Comprehensive Supporting Section form a spatial structure of "one city,three parks and two sections",which has many types of municipal supply and special needs.Based on the particularity of the FTA's planned boundaries and the diversity of municipal facilities requirements,municipal facilities support will also differ from previous traditional planning models.This paper mainly analyzes Free Trade Zone status is land layout,land using,industrial development,public facilities,transportation facilities and municipal facilities.It finds out unfavorable factors in Free Trade Zone development and existed problems in public facilities.On the basis,supported by "Smart Growth" of public facilities.This paper study on space layout,land use efficiency and industrial layout etc.of the Free Trade Zone.Finally,the strategies of public facilities planning,discussion on the Rationality of the space layout in public facilities,suggestion on a rational layout and adjustment on rational proposal of the public facilities in the future which based on "Smart Growth" is definite.The strategy proposed in the paper,it fit in with relevant national standards requirements and the development needs of Free Trade Zone in Shenyang.The overall layout is relatively reasonable,and the proposed strategy also has a certain flexibility space,which can meet the needs of recent construction and the future.The macro-control of the development plan has certain practical significance for the development of the high standard of Shenyang Free Trade Zone.At the same time,it also played a certain reference and reference for the establishment of other similar planning systems.
