The construction of water conservancy projects is related to China's economic lifeline.How to effectively use scientific management methods to manage water conservancy projects is the top priority in the construction of water conservancy projects.At present,with the rise of computer technology and the rapid development of the Internet,the new generation of digital,networked and intelligent information technology is widely used in various industries.The information revolution is constantly changing the way of production,organization and operation of enterprises.Enterprise informatization has become an inevitable trend in the development of contemporary water conservancy enterprises.The emergence of cloud computing technology not only indicates the continuous development of information technology,but also spawns a new business service model,namely cloud computing service and cloud computing platform,which provides a new method for implementing an efficient water conservancy project management platform.In order to break through the traditional management mode of water conservancy projects,create modern water conservancy informatization,and solve the problems faced by water conservancy project management in the process of informatization,such as decentralized management,low efficiency,numerous participating units,complex information communication and difficult supervision,the cloud platform solution is put forward.From the aspects of construction objectives,platform overall design and design ideas,system design and functional module design are carried out based on the needs of different levels of group level,molecular company level and project level.Based on a series of technical regulations promulgated by the Ministry of Water Resources,the new generation of information technology and programming technology such as Internet and cloud computing are utilized,and the characteristics of water conservancy project management are combined.The information construction of a water resources investment group is carried out,and a cloud platform for water resources project management based on Aliyun platform is constructed.Finally,an integrated cloud platform for group and subsidiary application and a project management system for project level application are formed.Then,according to the characteristics of the implementation and management of water conservancy project construction,the hierarchical evaluation index system of water conservancy project management cloud platform is constructed by using analytic hierarchy process and its weight is calculated.At the same time,the fuzzy comprehensive evaluation model of water conservancy project management cloud platform is established by combining the fuzzy comprehensive evaluation method,and through the management of water conservancy project of a water conservancy investment group of a province.The application effect of cloud platform is evaluated.The construction and application of the platform has realized the standardization and informatization of the whole process of water conservancy project management,realized the centralized management of project-level and enterprise-level with different roles,multi-tenants,multi-projects,guaranteed the control ability of the group for multi-locations and multi-projects,and gradually realized the institutionalization,institutionalization,flow sheeting and form informatization of project management,and accelerated the paperless office work.The process of transformation greatly improves the efficiency of management and control of all construction projects under construction,improves the management level,and finally explores the future development direction of the project management cloud platform.
