After the Fukushima nuclear accident,the price of uranium enrichment and separative work had been declining in the international market,and the actual separative work of China’s uranium enrichment enterprises was seriously upside down.The excessive cost and harsh competition in the international market led to tremendous pressure on the signing of medium-term and long-term contracts in China.However,with nuclear power restarted at home and abroad,the demand of nuclear energy on heating supply,health care and other fields increasing,and the implementation of major strategic decision by the Party Central Committee in the nuclear field,such as the integration of military and civilians,the "Belt and Road",global demand for nuclear fuel is starting to warm up.The uranium enrichment industry,as the cornerstone of the nuclear strategy,will usher in a newer and broader market both at home and abroad.In the coexistence of opportunities and challenges,on one hand,uranium enrichment enterprises should make full use of national policies to actively try to get new uranium enrichment projects,expand production capacity and dilute costs;On the other hand,we must continuously improve the management level of the project,control the construction costs,enhance the investment efficiency.This paper aims at managing to find out practical control measures to achieve effective control on project construction costs and improve project investment efficiency by applying reasonable control methods in the course of studying uranium enrichment project construction cost control.Based on the analysis of the domestic and international environment and the development trend of the uranium enrichment industry,it dissects the reason of high production cost of uranium enrichment enterprises,and puts forward lower cost-higher profit scheme with the construction cost as the main focus and the whole process cost control as the main measure.At the same time,reviewing the research on cost control in China and abroad,it summarizes the core ideas of cost control theory and the basic principles of cost control methods,and analyzes the special features of uranium enrichment project construction.Then it carries out a case study of uranium enrichment project.Based on the whole process theory,from the whole process of project construction,namely the pre-project phase,implementation preparation phase,implementation phase and completion acceptance,it proposes the specific procedures and methods of cost control at each stage one by one.Focusing on how to ensure the depth of decision-making,how to optimize the design plan,how to actively control the cost,how to dynamically monitor,how to regulate the change of visa approval and other issues,it formed the whole process construction cost control system of uranium enrichment project.Finally,the effect analysis of construction cost control was carried out.According to the final financial review results of the project,all economic evaluation indicators are better than the feasibility study approval.The investment control is within the approval of the budget proposal,which proves that the cost control measures are practical and effective,and proposes solutions to the shortcomings found.Through the analysis,the different control measures adopted by the construction unit for different jobs and different participants are practical and effective.The specific control procedures and methods can be used for reference and promotion.The cost control system formed in phases also supplements and improves China’s whole process cost control theory to a certain extent.The research on the whole process construction cost control not only provides a feasible strategy for uranium enrichment enterprises to reduce costs and enhance competitiveness,but also provides theoretical guarantees for promoting the implementation of the military-civilian integration strategy and the development of the "Belt and Road" strategy,and for accelerating the pace of "going out" of nuclear fuel.
