Long-distance water diversion project is an important measure for the allocation of water resources in the country.It has the characteristics of long line,large investment,complex technology and great influence from external factors.It is a complex giant system.Its complexity mainly manifests in many aspects,such as target complexity,organizational complexity,technical complexity and so on.The analysis and evaluation of the complexity of project organization can promote the complexity management of project organization,thereby improving the performance of project organization management and the success of project.Compared with the general enterprises,the project organization has the characteristics of temporariness,wide horizontal differentiation,strong interdependence and high complexity.Project Organization Complexity Analysis and evaluation can promote project organization complexity management and improve project success.Studying the characteristics of long-distance water diversion project with high organizational complexity,analyzing its organizational complexity,and putting forward the evaluation index system of the organizational complexity of long-distance water diversion project are of great significance for promoting the management of the organizational complexity of the project,enhancing the degree of inter-organizational coordination,improving the efficiency of communication and achieving the success of the project.Firstly,through the study of literature,this paper introduces the characteristics and organizational characteristics of long-distance water diversion project,combs the theory of complexity and organization,and lays the theoretical foundation of this paper.Secondly,the evaluation index system of organizational complexity of long-distance water diversion project is established from five dimensions of organizational structure,organizational behavior,organizational information,organizational environment and organizational objectives by means of literature research and optimization.Thirdly,the evaluation model of organizational complexity of long-distance water diversion project based on Set Pair Analysis and Five-element connection number is constructed,and the weights are determined by combining analytic hierarchy process and standard deviation method,so that the evaluation results are more scientific and reasonable.Finally,taking the middle route of South-to-North Water Transfer Project as an example,the organizational complexity of the project is evaluated by using the evaluation model through the analysis of project organization and questionnaire survey.The results show that the organizational complexity of the middle route of South-to-North Water Transfer Project is extremely high,and the main influencing factor is the organizational structure.The evaluation results validate the rationality and validity of the index evaluation system and model built in this paper,and analyze the evaluation results of the organization complexity of the middle route of South-to-North Water Transfer Project,and put forward relevant opinions and suggestions.
