During Exploiting Nuclear Power Advocacy Coalitions' Conflict And Policy Learning

The development of nuclear energy has become an important way for countries in the world to deal with global warming and alleviate the shortage of energy resources.Nuclear energy is also favored by more and more countries because of its clean,efficient and economic characteristics.However,with the increase in the development and utilization of nuclear energy,the occurrence of nuclear accidents,the manufacture of nuclear weapons,the potential threat of nuclear war,and other uncertain risks,mankind has become suspicious of the development of nuclear energy.Some countries have also made the decision to oppose or even abandon the development of nuclear energy,the development of nuclear energy is facing challenges.On the basis of Sabatil's framework of initiative alliance,combined with the methods and principles of system theory,this paper discusses the alliance conflict and its causes for the development and utilization of nuclear energy.Because of the difference of belief system,there are two opposing alliances in the world at present-the support nuclear alliance and the anti-nuclear alliance.The nuclear crisis occurs frequently,and the differences of belief systems make the two alliances opposite,and the national power game aggravates the intra-alliance conflict.Conflicts in the development and use of nuclear energy are not irreconcilable,and policy learning mechanisms can be used to mitigate conflicts in alliances and to reach consensus,as far as possible,through policy learning at the core,auxiliary and influence levels,Better promote nuclear energy safety,efficient use and development.Throughout the current state of development of nuclear energy in China,due to the lack and imperfection of the ideological and cultural aspects,system and legal norms in the use and development of nuclear energy in our country,our country is currently facing the concept of nuclear safety culture,"Atomic energy law" and nuclear damage compensation law,such as the lack of concepts and legal norms,the imperfect nuclear safety regulatory mechanism,the location of nuclear power plants,nuclear conflict avoidance,the shortage of nuclear personnel,and so on.To strengthen the construction of nuclear safety culture and strengthen the concept of nuclear safety development by drawing lessons from the experience and lessons of the nuclear powers such as Britain and France in the course of nuclear energy development and combining the national conditions of our country;Improve the nuclear safety regulation system,strengthen the law enforcement guarantee,clarify the nuclear safety supervision responsibility,strengthen the nuclear safety supervision capacity building;Innovate the mechanism of public participation,propagandize and popularize the knowledge of nuclear safety,so that the nuclear energy of our country can be safely utilized and developed efficiently.
