In recent years,the development of the photovoltaic industry in the world has achieved remarkable results.After facing fierce competition,Chinese enterprises have reached the leading level in the world.Regarding the future development of the photovoltaic industry,everyone is holding a positive and optimistic attitude and hopes to solve the shortcomings of traditional fossil energy and the exhaustion of energy through the development of the photovoltaic industry.However,along with the changes in the international trade situation,especially the “double-reverse”investigations initiated by the United States and the European Union on Chinese PV companies have caused serious overcapacity in China's PV companies.Companies that export mainly to the EU and the US have also shifted their markets to some emerging market countries in Asia.Chinese PV companies are affected by trade frictions and other unfavorable factors in overseas markets,but the continued efforts of countries along the “Belt and Road” have made China's PV industry an important leading force in global energy transformation.Sri Lanka's electricity demand is growing rapidly,with an average annual growth rate of 6%-8%.Energy has become a bottleneck in economic development.Currently,petrochemical power generation accounts for the largest proportion in Sri Lanka's power structure,while renewable energy accounts for a relatively small proportion.Sri Lanka relies almost entirely on imports of oil and gas,and the cost of energy imports accounts for an increasing proportion of fiscal expenditure.Sri Lanka's annual electricity demand is 10.5 billion KWH,and the potential photovoltaic power generation is 3.4 billion KWH.However,the actual development of 1 million KWH only reaches 0.01% of the target.With the rapid growth of population and the acceleration of industrial development,Sri Lanka has been actively promoting the development of new energy industry to solve the energy shortage problem and strive to achieve 100% renewable energy power supply by 2030.With the developmentopportunity of "One Belt And One Road" proposed by China,Chinese photovoltaic enterprises should pay more attention to the power market of Sri Lanka and try to solve the problem of excess capacity of domestic photovoltaic enterprises through production capacity cooperation.This paper summarizes the relevant theories of free trade theory and international capacity cooperation.First of all,the theory of free trade is the foundation of international trade.China's photovoltaic enterprises can develop rapidly,and they also make full use of the theory of absolute superiority and the theory of factor endowment.In the export trade of photovoltaic products,we should make full use of our own resource advantages,export low-value-added basic components and technological advantages with cost advantages and export patented high value-added photovoltaic power generation products.In the context of the “Belt and Road”,we will avoid tariff barriers and non-tariff barriers in Sri Lanka as much as possible,adopt a free trade policy,maximize the trade flow of photovoltaic products between China and Sri Lanka,and help Sri Lanka solve energy development problems as much as possible.Helping to consume excess capacity from domestic PV companies.Secondly,Professor Xiong Yongqing's "Strategic Value and Simulation Analysis of International Capacity Cooperation Implementation",taking the photovoltaic industry as an example,based on the "two resources,two markets" overall utilization perspective,demonstrated that international capacity cooperation has effectively promoted domestic and international photovoltaics.The production capacity of the enterprise is docked.The simulation results show that in the international capacity cooperation of photovoltaic solar energy,the transfer capacity of China to the host country is mainly transferred,and the proportion of capacity transfer to developing countries is higher than that of developed countries.These theories have played a guiding role in the better international capacity cooperation between China and Sri Lanka,and laid the theoretical foundation for the international capacity cooperation methods listed in the article.Finally,this paper uses quantitative and qualitative analysis combined with analytic hierarchy process to process data,calculate the influencing factors andweights of international capacity cooperation,and test the way of cooperation between the two countries in the production capacity of five photovoltaic industries.The priority order of the scenarios.Finally,for Chinese PV companies to successfully enter the Sri Lankan market,solve the problem of overcapacity in domestic enterprises and the issue of energy supply in Sri Lanka,the countermeasures for the cooperation between the two countries in the production capacity of photovoltaic industry are proposed.According to the research results,the trade of photovoltaic products between the two countries is the best way for the production capacity cooperation in the photovoltaic industry of the two countries.
