Study On The Construction Planning Of Ecological Civilization Town Of South Town Of Qingshen County,Sichuan Province

According to the requirements of China's ecological civilization construction,the Nancheng Town decided to carry out ecological civilization town construction,compiling a plane on ecological civilization construction to direct the ecological civilization construction in this town.This thesis analyzed and evaluated Nancheng Town's basic conditions for ecological civilization construction through investigating its current situation,and determined its goals of ecological civilization construction and the related requirements by evaluating its advantages,disadvantages,opportunities and challenges.The main conclusions are summarized as follows.(1)Compared to the national ecological civilization construction requirements,the main problems for the ecological civilization construction of this town were found out.This thesis evaluated the town's environment,the sources of pollution,ecological protection and constructing situation,and predicted its developing tendency.At the same time,through SWOT model,this thesis clarified its advantages,disadvantages,opportunities and challenges for ecological civilization construction.The research results showed that this town had a good ecological quality and good basic conditions for ecological construction;however,there was still a big gap according to the national ecological civilization construction requirements,including:(1)inefficiency on dealing with agricultural non-point pollution and difficulties to improve resource utilization rate;(2)difficulties in treatment of livestock pollution;(3)lacking sustainability in urban and countryside comprehensive treatment;(4)insufficient efforts in ecological construction and conservation,etc.(2)The ecological functional zoning for the town was completed according to the existing problems.This zoning established different eco-spaces for this town,including dwelling function zone,ecotourism function zone,and ecological agriculture function zone.Meanwhile,this zoning also put forward the corresponding special content,which was composed of environmental comprehensive treatment,the conservation and construction on resources and ecological environment,constructing eco-habitation,ecological economy construction,eco-culture construction,among which the key projects were ensured.Finally,the related support measures for the ecological civilization town construction were proposed to promote this practice smoothly,including organization,law and regulation,funds,technologies,social support,etc.(3)The ecological civilization town construction should concentrate on the quality of development.The ecological civilization town construction was one of effective part of regional ecological civilization construction and one of the key tasks at the present and in the future,and it's an innovation,exploration,improvement and perfection of eco-town construction.Each town should adopt its proper construction way,which was embodied its own feature,natural talent,social and economic current situation,and it should highlight its advantages and avoid its disadvantages.Each town should concentrate on the quality of economic development when leading industrial development and economic growth,and it should not just emphasize the economic amount,but focus on the promotion of quality and benefit.The plane of the ecological civilization town construction should regard the continuing improvement of countryside and town environmental quality as its precondition,adjustment of economic structure and industrial distribution and transformation of economic growth mode as its measures,development of green and low-carbon industries and improvement of the industrial levels and the quality of economic development as its goals.Only by this way can the ecological civilization town construction zoning promote the green and healthy development of the town,and then the Nancheng Town in the Qingshen County in Sichuan Province will become an ecological civilized town with beautiful environment,good ecological quality,economic prosperity and green development little by little in the future.
