| Water is the source of life, the key element of production, and the foundation of ecology, it is also the controlled requirements of ecological environment. Aquatic ecological civilization is the important component and the basis for protection of ecological civilization. In order to implement the important spirit of the eighteenth National People’s Congress of the communist party of China on strengthening the construction of ecological civilization, Jiangsu Provincial Department of Water Resources made efforts to achieve the targets of water ecological construction, these were "clear water would flow smoothly, rivers and lakes would be healthy, ecology would be beautiful, people and water would be harmonious". Donghai County has been identified as the pilot city of aquatic ecological civilization of Jiangsu Province, so studying on the aquatic ecological civilization of Donghai County has great significance. According to the main contents of the construction of Donghai County aquatic ecological civilization, this paper carried out research on specialized issues of the construction of Donghai County aquatic ecological civilization, and applied the research results to the construction of Donghai County aquatic ecological civilization, which has great significance in grasping the macro development direction of the construction of aquatic ecological civilization in economically underdeveloped areas. The main research results of this paper were as follows:(1) Research on specialized issues of the construction of Donghai County aquatic ecological civilizationFirstly, with reference to "The index systems of the aquatic ecological civilization city in Jiangsu Province" and binding the status and characteristics of Donghai County aquatic ecology, this paper builded the index systems of the aquatic ecological civilization city in Donghai, including water security system, water environment governance system, water ecosystems, water culture system and water management system in five aspects, then used the quantitative and qualitative fuzzy comprehensive evaluation method for the comprehensive evaluation of the construction of Donghai County aquatic ecological civilization.Then, this paper analyzed the issues of water source land, the quality of water environment and the water resource development and utilization in the Rose River drainage area, proposed the ideas and measures of comprehensive management of the Rose River drainage area, then analyzed and researched specific measures from five aspects, these were comprehensive management of contaminated sources, secure indemnification of water source areas and water conservation district protection, comprehensive management of river and lake and diversion drainage, aquatic ecosystem protection and restoration, conservation and waste reduction construction. This would provide theoretical guidance for the comprehensive management of the Rose River drainage area in Donghai.(2) Application to the construction of Donghai County aquatic ecological civilizationOn the basis of research on specialized issues of the construction of aquatic ecological civilization in Donghai, this paper applied the research results to the construction of Donghai County aquatic ecological civilization. To grasp the development direction of the construction of Donghai County aquatic ecological civilization, according to the builded index systems of the aquatic ecological civilization city in Donghai County, this paper used the quantitative and qualitative fuzzy comprehensive evaluation method for comprehensive assessment of the construction current situation of aquatic ecological civilization in Donghai County, analyzed the issues, defined the goal of building, builded the overall layout of the construction of aquatic ecological civilization in Donghai County, arranged important construction projects. This would provide a reference for the construction and management of the construction of aquatic ecological civilization in Donghai County. |
