| In recent years,with the continuous advance of the construction of Hainan international tourism island,Hainan island flights of rapid growth,Haikou meilan airport passenger throughput in 2011 break through 10 million person-time,2016,18.8 million people,among the large domestic passenger at the airport,with the double track and the construction of the new terminal,in 2025 is expected to exceed 2025 people.However,while the flight volume is increasing at a high speed,the flight punctuality rate has been decreasing.According to statistics,in 2014,Spring Festival is the most busy in February,meilan airport flight on-time rate is only 31.85%,during may to October each year,but also because the thunderstorm days of bad weather and military activities such as typhoon influence caused by severe flight delays,such as in the past in August 2017,meilan airport punctuality is only 55.25%,the average delay time reach 56 minutes,to passengers and airlines will cause a huge loss,may also affect the civil aviation administration examination and approval of Haikou new flights,hinder the forward for the construction of international tourism island.Based on the theory of flight flow management and the research experience of flight flow management,this paper analyzes the current situation and present problems of traffic management in Meilan Airport of Haikou and studies the necessity of strengthening the traffic management.Through qualitative analysis And quantitative calculation of the effectiveness of the implementation of the scientific flow management system in Meilan Airport,Haikou,to further demonstrate the implementation of scientific flow management to alleviate the status of flight delays and reduce the loss of the company played a significant role,and proposed to strengthen the United States Haikou Countermeasures for the Construction of Airport Airport Traffic Management System..This paper firstly presents the basic theories related to flight flow management and then introduces the current research status of domestic and foreign flight traffic management,especially the development and application of collaborative flow management.The current situation of Haikou meilan airport was then analyzed,and the reasons for the flight growth,the cause of flight delay and the existing problems of flight flow management were analyzed.And then put the specific flight delays and other operating data into the flight delay cost model and based on the controller’s workload index of capacity evaluation model,the calculation analysis of strengthening the construction of flying flow management can save airlines direct operation cost and passenger satisfaction loss cost,it is concluded that to establish scientific and effective flow of flight management system to alleviate the congestion of the airport and airspace,reduce the flight delay cost,improve the efficiency of the airline,promote energy conservation and emissions reduction,and promote the rapid development of the shipping company business,and promote the construction of international tourism island plays an important role in the conclusion.In the end,the author puts forward some countermeasures to strengthen the flow management construction of meilan airport and improve the flow management level,and puts forward the prospect for the development of the flight flow management of Haikou meilan airport. |
