As an important symbol of the modernization of transportation,high-speed rail plays an important role in strengthening regional economic links, facilitating the flow of factors, and restructuring the urban economic structure. The rapid development of China's high-speed railway for the past ten years is obvious to all,and its influence on the economic development and spatial form of the cities along the route has gradually been valued by scholars. Some scholars have found that the construction of high-speed rail can have an agglomeration economy impact on the cities along the route, but studies have also shown that the construction of high-speed rails contributes to the equalization of the urban economy.Under the background of increasingly close regional economic ties and continuous acceleration of regional integration processes, the impact of the construction of China's high-speed railway on urban industrial agglomeration is of great significance to strengthening regional economic links, promoting the reconstruction of regional space organization models, and accelerating regional economic developmentBased on the review and analysis of existing literature,we found that the economic effect of high-speed rail is mainly based on the macro economic development and industrial perspectives.Even from the perspectives of industry,it is also more from the perspective of economic agglomeration and the impact on the tourism industry. However, from the perspective of more detailed industrial agglomeration, there is less literature. Moreover, due to regional heterogeneity, cities in different economic and geographical locations and different levels of economic development may be affected differently, and the effects of high-speed rail construction may be agglomeration or dispersion on regional economy. This article examines the effects of construction of high-speed rail in eastern China from the perspective of industrial agglomeration. In terms of theoretical analysis, after reviewing the basic theory of industrial agglomeration and analyzing the influence of labor mobility on industrial agglomeration, this paper analyzes the transmission mechanism of high-speed railways affecting industrial agglomeration from the market scale effect and the factor integration effect. The high-speed rail increases the accessibility between cities through the converging effect of space-time,which drives the flow of labor factors that further influence the industrial agglomeration from two aspects of people flow and information flow.In empirical analysis, this paper measures the impact of the construction of high-speed rail on urban industrial agglomeration based on panel data regression model, and tests the robustness of the empirical results. In addition, this article also empirically measures the labor mobility to urban industrial agglomerationBased on the research results, this paper draws the following main conclusions:(1)The opening of high-speed railways has a significant positive effect on the industrial agglomeration of cities along the line, and this effect is exacerbated with the increase in the number of high-speed rails.(2)When examining the continuing impact of high-speed rail construction,we found that the effect increased between the three years after the opening of the high-speed rail.(3)Through the examination of the mediating effect of labor mobility,we have found that the impact of high-speed rail on industrial agglomeration is achieved through the role of promoting labor mobility. Finally, this article combines the conclusions of the research and proposes relevant policy recommendations.
