Study On The Improvement Of Beacon Operation Management In North Frozen Port

Ocean is vast and rich,with the development of Maritime Silk Road in 21 st,the importance of the ocean is increasing.Sea buoys are just like traffic signs on the road,which guided navigation services for the marine vessels.Sea voyages rely on buoys,which ensure the safety of ships’ navigation,servicing the port shipping construction,and playing an active role on promoting the development of marine economy.Ports in North China sea,located at Mid-high latitudes,every year from November to December,gradually freezes from North to South,which lasted 2 to 4 months.The navigation management authority of the North Sea area will organize seasonal navigation operations,in order to reduce the damage to buoys caused by drift ice,minimize the impact of buoy efficiency to the ships’ safety.First of all,through the analyzes the development of International and Domestic navigation mark business,some detail descriptions have given from the aspects of operation system,operation team,equipment level,and application of navigation mark technology,for summarizes the status quo of beacon operation in North Frozen Port.Secondly,it reveals various problems existing of beacon operation in North frozen ports,including defects in beacon system,relatively backward in equipment and staffing,insufficient application of new materials and technologies,and the level of services need to improve.From the point of beacon culture,beacon operation system,software and hardware facilities,incentive mechanism,and International performance tracking,the reasons for beacon operation problems are analyzed.Finally,based on the defects and deficiencies at present stage,the Problem Management theory is used to design the beacon operation in North frozen ports,and specific plans are put forward,including promotion the standards of navigation management in North frozen ports.It is also hoped that the study in this paper will provide new ideas for the management of navigational aids in North Sea area,and will contribute the development of China’s maritime security,service the marine economy,and build a strong ocean.
