Research On The International Elastic Control Method Under "Control And Guidance" And Its Application In China

At present,China's control and management are all at a low level,and the traditional rigid management and control methods cannot adapt to the city's internal dynamic changes.Due to the impact of the planned economy,China's planning and control generally lack the flexibility to cope with the dynamic changes in the city.Based on such a realistic background,this paper cuts in from the perspective of management and control,traces the origin and development of elastic control,and proposes preliminary proposals for flexible control strategies adapted to China by combing the international experience of flexible control and combining with the reality of China's planning and development control system.And these proposals are applied to the practice of the East Bay New Town Swan Bay project in Suzhou,which provides a reference for the development of China's flexible control.This article mainly develops the following aspects of research.The introduction expounds the research background,concept definition,literature review,and technical line;the second chapter reviews the history of the development of flexible control in the east and the west;the third chapter plans for the United States,Britain,Germany,Singapore,Japan,Taiwan and other countries and regions.The system,development control,and elasticity control were introduced in detail and compared and analyzed.The fourth chapter sorted out China's planning system,development control,and elasticity control,pointed out the problems existing in China's flexible control and the reasons behind it.The proposal for flexible strategies adapted to China was put forward,and examples of the flexible control of the "Park Street" of the Swan Bay block in the East Lake of Suzhou in East China were cited.The fifth chapter summarized the full text,and pointed out that the future could be deepened.
