As a significant point of international ocean trade, port is a very complicated multi-sectoral collaborative system. The complexity and contradictoriness in its internal system and the diversity in its external links risen the scheduling difficulties. And the increasingly fierce competition requires the harbour to do both the terminal planning at strategic level and terminal scheduling at the operational level. On one hand, the strategic plan equate with hard power which contains the distribution of shoreline, waterway, yard and equipment purchases such as quay crane, track, etc. On the other hand, the operational level can be namely soft power which involves port management, scheduling of berth allocation and quay crane assignment, etc. It is hard to change in the strategic level for most ports, therefore, academic communities have done a series of research focus on related scheduling problems. This thesis will study further research about BAP(berth allocation problem)and QCAP(quay crane assignment problem)on the basis of previous, the mainly results are as follows.(1)BAP and QCAP involved the process of berth, quay crane usage, loading time resources and can be abstracted as 3D packing problem.Berth and quay crane are extremely scarce important resources in small and middle port,so it is vital for ports to insure these resource higher utilization.Ports need to make reasonable scheduling plan and in the operating process of each vessel contains berth resource, quay crane resource and time resource which just make up a special cube. This thesis proposes a new model and algorithm to solve BAP and QCAP by abstract the scheduling problem to a special 3D packing problem and introduce the attractor method in 2D packing problem to this model.(2)According to the large port characteristic: long shoreline, adequate berth resource and quay crane, this thesis proposed a model which is based on the level of position preference. At the same time, according to the feature in large terminal, this thesis also puts forward the calculation formula of vessel loading time.Numerical examples show that these two models designing in this thesis have a guiding significance for vessels scheduling and can effectively reduce the terminal operation cost, enhance the competitiveness of terminal services.
