The BOT model,as a way of operating infrastructure and utility projects,can effectively alleviate the government financial pressure.At present,BOT model has a new mode of operation for the construction of highway projects in China.Because the highway BOT project has large investment scale and long cycle,the concessionaire faces more uncertainty factors and bear the higher risk than the traditional project contractor.Therefore,it is very important to choose an appropriate concessionaire.The unfairness of the selection of the concessionaire and the choice of decision-making mistakes will affect the operation of the project.At present,there are some shortcomings in the selection method of highway concessionaire in our country,and the research on the choice of highway concessionaire is not much.Based on these aspects,This paper studies the concessionaire selection of highway BOT project..In this paper,the background of the research is briefly introduced,and the related concepts and theories are defined and elaborated,which lays the theoretical foundation for the next research.And then through the collection of the concessionaire selected literature,some indicators were preliminary selected combined with the characteristics of the concessionaire owners and the government's target inspection needs,then further screening was made according to experts' advice,and ultimately build the Highway BOT project concessionaire selection index system with 26 indicators.By analyzing the applicability and limitation of the DEA method to the highway concessionaire selection,a virtual optimal decision unit efficiency value is proposed to represent the government's expect efficiency value and the highway concessionaire selection model is established.Finally,the model is demonstrated by Ziyang-Tongnan highway as the case,and the sensitivity of the model results proved the stability of the model results.
