In recent years,China's water environment has become increasingly demanding.Various regions have also implemented a river-head system,which specializes in the supervision of each single water body,including rivers,reservoirs,artificial lakes and so on.At the Nineteenth National Congress,Xi Jinping pointed out that the green mountains are the golden mountains and the silver mountains,and further demanded to improve the water environment in China.Water environment management needs sufficient and reliable data to provide operation and maintenance dispatch of water conservancy facilities,planning and design of water conservancy projects,and ultimately make scientific and effective decisions.Therefore,data is an important key,it reflects the current situation we are facing,that is,the problem of water environment,on this basis,we want to think of countermeasures to deal with the problem,in order to achieve targeted,to ensure the effectiveness of water environment governance decisions.Full and reliable data need to be collected,managed and shared through the information system.This paper proposes to use GIS,database,Internet and other technologies to build a water resources data management system to achieve unified standards and centralized management of hydrology,water resources,water conservancy facilities,water conservancy projects and other information,including data browsing and checking.Basic platform such as inquiry,layer control,statistics,data modification,interest marking,user management and so on.The system pays attention to the management of the historical process of data editing,as well as the monitoring of user function usage habits.It is convenient to monitor user data management,function preferences,and is conducive to the safe operation and functional improvement of the system.This system uses ArcGIS as the basic platform of GIS,establishes the spatial database with Oracle through the ArcSDE spatial database engine,publishes the map service through ArcGIS Server,transforms the complex water conservancy data into two-dimensional map,and realizes the interactive inquiry of graphics and attributes by using the existing ArcGIS API.The system adopts B/S architecture,which is composed of Web browser,Web server and GIS server.Because WebGIS adopts standard Internet technology,data management and sharing are easier to implement.The difficulties and characteristics of this system are mainly shown in the design of key algorithms for data management applications based on ArcGIS interface,such as map information query and search algorithm,to improve the query accuracy and search efficiency of data;data editing process algorithm,to achieve user editing record visualization,is based on data management Practical innovation.From the point of view of data management,this system explores how to realize the data editing function of ARCGIS professional software by WEB.It can make use of the breadth of Web system to share the professional spatial data in a large scale.By controlling the user data management authority,different user roles can manage their own professional spatial data and improve the number of systems.According to management,maintenance and update level.The methods and techniques proposed in the paper have important reference significance for related application research and development.
