Primary Research On The Importance Of The Organization For Protecting Historical Cultural Area

The planning scheme for historical and cultural blocks is difficult to formulate,or the planning plan has been promulgated for several years and the planning objects have not been implemented,or the implementation has failed to achieve the planning objectives.These phenomena are not uncommon in the current process of protecting historical and cultural blocks in China.There are many reasons for this.At present,it is difficult for a single implementation entity to pay the high cost of street protection,and it is more difficult to complete complex,comprehensive and long-term historical and cultural block protection projects.Therefore,the participation of the dual entity and multi-subjects of the partners has become the mainstream.However,the different interests appealed by the multi-subjects have made the protection project deeply entangled in the interests of all parties.And how do all parties truly realize communication,collaboration and decision-making to help promote block protection.In addition,as a public heritage historical and cultural block in the public interest,the most direct stakeholders in the block are the users and the choice of the participating entities.There are many problems in this form of participation that need to be resolved.This paper proposes the implementation of the “platform” as a “multi-subject”,which promotes the smooth implementation of historical and cultural blocks and achieves better implementation results."Platform" is a stable and long-term organizational organization that involves multiple parties involved in the sponsors,certain organizational structures and operational rules,and the promotion of information exchange,collaborative work and decisionmaking by all parties.As a way to achieve “multi-participation”,“platform” is of great significance to the protection of historical and cultural blocks.This article proposes the problems in the implementation of protection of historical and cultural neighborhoods,and then sorts out the development process of block protection cases in chapter 2,and concludes that multi-subject participation is the current protection and implementation trend of historical and cultural neighborhoods,and through case analysis,it is proposed to promote the Three ways to achieve multi-participation.The third chapter of the thesis selects the "platform" related to this discipline to establish and run the demonstration.This paper studies the case of Beijing Dashilan using "platform".By comparing the results of the previous planning implementation,the "platform" to promote the implementation of multisubject participation in block protection is demonstrated,and the construction and operation of the "Platform" in Dashilar are elaborated and evaluated in detail.Chapter 4 of the paper traces the origin of the "platform" and explores multiple forms.Finally,the fifth chapter of the thesis summarizes the concrete connotation of the platform and puts forward the specific implementation steps of the "platform" construction and operation.It is hoped to bring enlightenment to the implementation of historical and cultural protection block protection projects.
