| With the further development of domestic economic construction,the 13 th Five-Year Plan has been steadily promoted,and PPP projects have flourished everywhere.PPP project,with its unique advantages,reduces the pressure of government finance and better stimulates the domestic economy.For highway construction projects,the characteristics of large investment,long construction cycle and low fund recovery efficiency have greatly increased the burden of local governments,and the adoption of PPP model to integrate social resources can better and faster complete the construction and operation of the corresponding projects.Based on these characteristics,the PPP model has been widely used in infrastructure construction.In recent years,the National Development and Reform Commission and the Ministry of Finance have issued a number of policies to support the development and operation of PPP projects.Because PPP mode is relatively short and there is no perfect project database for reference,many projects are exploring,which leads to many problems.Some projects that can not adopt PPP mode are not scientifically evaluated because of the value for money in the early stage,leading to the use of PPP mode for operation,resulting in a waste of resources.At present,there are still many problems in non-profit highway PPP projects.There is no unified qualitative evaluation standard.For quantitative evaluation,the selection of different discount rates has a great impact on the evaluation results,and there may be misjudgments.At the same time,the non-operational highway project is different from the general PPP project,which is more funded by the local government and does not charge users directly.Starting with the evaluation of value for money of non-profit highway PPP projects,this paper compares the relevant concepts and theories of PPP models and value for money evaluation in different countries and regions,and summarizes the basic ideas of value for money evaluation;then summarizes the methods of VFM quantitative evaluation of PPP projects in different countries and regions,and establishes a quantitative evaluation model for domestic non-profit highway VFM;Then combined with the actual non-operational highway PPP project,the qualitative analysis of VFM is carried out on the Quantitative PPP project in Quannan County,and the project is evaluated by the way of expert scoring.Then the project is analyzed and evaluated according to the established non-operational highway PPP quantitative evaluation model.Finally,according to the current situation of non-operational highway PPP project in China,the problems in the actual project analysis are raised.The corresponding VFM evaluation countermeasures and suggestions are put forward. |
