| Highway,as the main symbol of China transportation modernization,has made great contribution to the national economy.The investment intensity of highway industry is large,at the same time,the technology of highway industry is improving rapidly.However,there are still some defects in the internal control of highway enterprises.If there is no control on the operation process,the enterprise is likely to take corruption risk or experience asset loss.Moreover,with the development of technology,highway enterprises face more complicated risks.Therefore,the optimization of internal control of such enterprises should be deeply studied.In September 2017,the Committee of Sponsoring Organizations of the Treadway Commission,which plays a significant role in the field of internal control study,published the updated framework called Enterprise Risk Management-integrating with Strategy and Performance.This study refers to three normative documents,which are the original and updated Enterprise Risk Management issued by COSO and "Internal Control Standards-Basic Standards" issued by the Internal Control Standards Board of Chinese Ministry of Finance.A theoretical framework based on the control elements is constructed to improve the internal control of highway enterprises.What’s more,from the perspective of element performance,this study constructs a practical framework for internal control based on business processes.In order to better explain the implementation of the given theoretical framework,XF company,a well-known highway enterprise in JiangSu province,is taken as a typical case.The current situation of its internal control is analyzed in accordance with the given theoretical framework.After that,this study summarizes the problems into two groups and puts forward specific ideas to solve these problems.The conclusions of this paper are as follows.First,since the optimization of internal control is a systematic project,a theoretical framework should be established to provide theoretical support.Second,the optimization of internal control is a gradual process,which needs to be implemented with the core business process as the starting point.Third,the diagnosis and optimization of internal control can be carried out in multiple angles,both on the basis of the control element and the business process.Last but not the least,to propose targeted suggestions,the problems can be summed up into management level and business level.In that way,the optimization scheme will be operated more easily. |
