By analysis of the performance evaluation related theory and design method of the enterprise,the related method of government leaders' assessment,based on the current available cadre' assessment method,this paper put forward the scheme design of comprehensive assessment for marketized selection and recruitment of cadres in H Group,based on which an assurance measures are worked out.The paper also forecasts the development and future of the comprehensive assessment for marketized selection and recruitment of cadres in H Group,which can be the reference for cadres' assessment in H Group.With the development of the reform in state-owned enterprise,the marketized selected and recruited cadres increase gradually and become the main force for operation in enterprise.The marketized selected and recruited cadres are different for the local cadres.The current available assessment system assesses the local cadres well,but cannot assess the marketized selected and recruited cadres in terms of qualification,because the indicators are not comprehensive.The current available assessment system should be supplemented by adding more assessing indicators and by development of a targeted scheme.This paper introduces the current available assessment system in H Group and analyzes the differences between the local cadres and marketized selected and recruited cadres,in order to design a targeted comprehensive assessment scheme for marketized selection and recruitment of cadres.In terms of the design of assessment scheme for marketized selection and recruitment of cadres,first of all,business performance assessment of the marketized selection and recruitment of cadres in H Group is designed.The business performance assessment scheme is same to that of the local cadres,which includes performance plan development,performance coaching and communication,performance assessment,performance feedback diagnosis,performance result appeal,performance result application and performance assessment supervision.Secondly,the comprehensive quality assessment of the marketized selection and recruitment of cadres in H Group is designed,which is not included in the current available assessment scheme.The indicators include five aspects as they are whether the person advocates moral conduct,whether he or she is ambitious,whether he or she is willing to take the responsibility,whether he or she has team spirit,whether he or she is honest and self-discipline.The result of the business performance assessment and comprehensive quality assessment will be scored respectively.The final assessment score comes from the combination of the two results.Meanwhile,the assessment result will be used as the reference for promotion and appointment of the excellent cadres,and elimination of unqualified cadres,so as to assure marketized selected and recruited cadres in H Group is able to be up and down.In terms of execution and assurance measures,firstly,there is a guarantee in organization,which means that an assessment leading team and business performance assessment office will be set up and led by key leaders in H Group.Secondly,there is a guarantee in HR,that is to say,HR department will be empowered with key responsibility to assure the success of assessment.Thirdly,relevant institution and system will be developed.Last,it is the guarantee in thinking and culture,that is to say,the assessment process must be in line with the company culture completely.
