The new continental silk road and new maritime silk road economic belts are two pillars of the national development strategy of China in 21 st century,which represent the west advancement strategy and maritime trade development strategy respectively.Port as "the bridge tower" for the new continental silk road,is a necessary gateway to Asia?Europe?America and so on,which have great strategic significance for the future development of China's economy.Port construction is an important prerequisite for the implementation of the marine strategy under the background of the economy enters a "new normal" and growth slows.The port investment enthusiasm along the new continental silk road and new maritime silk road economic belts since 2015.In addition,since the reform of port localization management,the implementation of large-scale port area development by local governments has resulted in rapid expansion of port numbers,prominent structural overhang,and increasingly fierce competition.Against the background of sluggish global economic recovery and "double down" of foreign trade in recent years,efficiency determines the development of ports as an important part of the global supply chain.Under this background,the paper discuss the efficiency of the major ports along the new continental silk road and new maritime silk road economic belts and give some useful recommendation to increase the efficiency of ports in our country.This paper selected the length of wharf for production?the number of berths for production and the berth number over ten thousand tonnes for production as the input index,the freight and container volume as the output index.Applying the panel data derived from 12 ports along the new continental silk road in our country from the year of 2012 to 2016,the efficiency is empirically analyzed by conducting the three-stage DEA model.And on this basis,according to the throughput-efficiency matrix,the ports can be sorted in four categories including little scale and highly capable port,benchmark port,fatty port and weak port,and puts forward some suggestions according to different types of port characteristics.The results indicate that the comprehensive efficiency of ports in our country is low and the low comprehensive efficiency is attributed to the scale inefficiency.Next this paper adopts Malmquist total factor productivity index model to evaluate the dynamic efficiencies of main ports along the new continental silk road in our country.The results indicate that the productivity of the main coastal ports along the coast of China has been improved continuously during 1998-2016,the increase in port productivity in 1998-2008 is mainly because of technological progress,the increase in port productivity in the past 2008-2016 is mainly because of the improvement of the comprehensive technical efficiency of the port.The reform of port management system has a significant positive effect on the comprehensive technical efficiency of coastal ports in China.The international financial crisis have a certain impact on the scale of port efficiency,indicating that the port industry efficiency level of domestic and international macroeconomic closely related."The Belt and Road" strategy as an important strategy for China,will promote the rapid development of the domestic import and export trade,and play a certain role in promoting the efficiency of the coastal port.
