In 2008,the United States broke out of the economic crisis,followed by the outbreak of the global economic crisis and spread to the Chinese economy.To this end,the Ministry of Finance of China put 4 trillion yuan into the market to stimulate the economy,reduce the impact of the economic crisis on the domestic economy,and maintain the sustained and stable development of China's economy.This measure has achieved good results,but since then our country's local government's debt has grown rapidly,and local governments in some provinces are facing enormous debt repayment pressure.In order to prevent the continuous and rapid growth of the scale of local government debt and lead to systemic risks,China has successively introduced a series of policies.Since then,it has been difficult for local governments to obtain substantial funds for strengthening infrastructure construction through financing.At the same time,based on the state's regulation of the property market,it is difficult for local governments to obtain large amounts of fiscal revenue through land transactions.On the other hand,since 2008,China's economy has entered a period of rapid development,and the transportation and logistics industries have also developed rapidly.People have increasingly demanded the greening of highway landscapes.However,the expressway landscape greening project has the characteristics of long construction duration,large investment funds,etc.The control of the scale of the local government debt and the vigorous development of expressway landscape greening are impossible for the government to achieve at the same time.Since 2014,the PPP model of cooperation projects between government departments and the private sector has developed rapidly.The combination of the PPP model and infrastructure construction projects can effectively alleviate the dilemma of controlling the scale of local government debt and vigorously developing greening of highway landscapes.However,the PPP model is not suitable for all projects.The objective existence of financing risks,financial risks,legal risks and other issues has caused some projects that use the PPP model to end in failure.This has caused some losses to the government,social capital,and the public.It has even seriously hampered the development of the PPP model.In this regard,this paper takes the F section highway greening PPP project as an example to analyze the feasibility of the PPP model applied to expressway landscape afforestation project,and provides experience for the smooth development of China's transportation infrastructure PPP project.This article first sorts out the domestic and foreign literatures related to PPP mode,and believes that PPP mode has certain advantages,but at the same time there are risks.Secondly,this article elaborates on the definition of the PPP model,related subjects,implementation process,operation methods and financing channels,relevant concepts and characteristics of the transportation infrastructure construction,the concept and role of highway landscape greening,and feasibility study theory and methods.It lays a theoretical foundation for the analysis of the following text.Subsequently,the paper makes a detailed analysis of the current status of the development of China's PPP model and the status quo of expressways and landscape greening.Through data and graphs,this paper shows that in recent years,China's PPP projects are in a state of rapid growth in terms of storage projects,investment in projects,etc.,and the landing speed of PPP projects is also accelerating.At the same time,with the economic development,the construction volume of expressways and landscape greening is also in a state of rapid growth.Subsequently,this paper takes the F section highway landscape greening PPP project as an example to analyze the project overview,project background,the necessity of project establishment,the selection of project PPP model,and the necessity of adopting the PPP model.It is believed that the F section highway landscape greening project has The need to use the BOT model for construction.Based on this,this paper analyzes the feasibility of applying the PPP model to the F-segment highway landscape project from five aspects including the policy environment,project funding,financial sustainability,financial benefits,and risk control.The highway landscape greening project is suitable for using the PPP model,and put forward relevant improvement suggestions and suggestions.
