The early warning aircraft(EWA)is the real “air command fortress” for future informationized warfare.It is an important weapon for modern warfare and has been proved by local high-tech warfare.The abilitiy of EWA can be measured by the effectiveness of the system.Through the performance evaluation of the EWA,the capabilities of the system can be understood and the weaknesses of the system can be discovered at the same time.It can provide scientific decisions for the design,development,maintenance and upgrade of EWA to improve overall effectiveness of the system,thus avoiding unnecessary waste of manpower,material resources and financial resources,and ensuring the EWA can fulfill its own mission.In the paper,starting with the function of early warning aircraft and combined with the performance factors,the system's effectiveness evaluation techniques has been studied.Firstly,the system's comprehensive effectiveness evaluation research program is designed,the effectiveness evaluation process is analyzed,and the appropriate assessment methods is selected.Secondly,based on the study of the system's tasks,components and the functions,to ensure the compositional factors of the sysytem.Then,the index system of the EWA is establish based on the principle and the construction of the system performance index system.Next,using the Analytic Hierarchy Process(AHP)to calculate the weights of the index system.According to the related theory of Fuzzy Analytic Hierarchy Process(FAHP),Technique for Order Preference by Similarity to Ideal Solution(TOPSIS)and the cloud model,combined with the system index system,four types of EWA,E-3F,E-2C,A-50 and Phalcon's various subsystems and their own performance is evaluated.And the results are compared and analyzed.Finally,the software development and design of the performance evaluation of is implemented.By comparing and analyzing the conclusions of the performance evaluation algorithms,the evaluation results is basically consistent with the results given by the experts in the reference materials and and the objective facts,thus the effectiveness evaluation conclusions are verified.And from the consistency of conclusions,the needs of assessment,the comprehensiveness of information angles to describe the characteristics of the three algorithms and their impact on performance evaluation.It provides a reference for the further study of arly warning aircraft performance evaluation.
