In recent years,as China's economic development continues to deepen,the demand for air transport of dangerous goods such as chemicals and chemical machinery and electrical products has become increasingly strong.However,while the transport of dangerous goods brings huge economic benefits to airlines,the phenomenon of lagging transport management methods has become more and more prominent.The accidents involving the mismanagement of dangerous goods air transport have caused accidents that endanger people's livelihood.Looking at the administrative penalties for violations of dangerous goods by air transport in recent years,it is not difficult to find that most airlines are due to the inadequate training of dangerous goods transport personnel,the inability to transport dangerous goods in accordance with the dangerous goods air transport license,and the lack of Correct classification,packaging,labeling,labeling,and filling in shipping documents result from the product.In the National Civil Aviation Safety Conference in 2018,it was clearly stated that “focusing on operational risks and deepening the management of potential safety hazards” must strictly control the risk of dangerous goods air transport.In order to alleviate the contradiction between the urgent need of the shipper and the carrier and the shortage of professional talents in the air transportation of dangerous goods,effectively promote the soundness and development of the dangerous goods air transport management system in China and take the colleges and universities as a platform to improve the air transport of dangerous goods.Talent training and teaching mechanisms are particularly important.At present,in order to ensure that the capital construction investment projects are completed on schedule,many universities have experienced low resource use efficiency and serious cost overruns.By learning from the successful experience of modern cost management and scientific management methods,it provides viable cost control suggestions for college capital construction investment,which is of great significance for improving the efficiency of infrastructure construction,reducing resource waste,and saving investment costs.This article compares and analyzes the development status of dangerous goods air transport,the background and significance of the cost control of small-scale infrastructure projects in universities and domestic and foreign cost management theories and experiences and elaborates the basic theories and systems of cost control,based on the combination of H institutions.The basic situation of the dangerous goods air transport training center analyzes the cost deviation of each subproject and points out the problems in cost control.And use the target cost method to identify the causes of the problems from the various stages of cost control,namely the project decision-making stage,design stage,bidding stage,construction stage and completion settlement stage and warranty period,and propose corresponding solutions.Finally,from the perspective of university infrastructure construction,the key points of cost control are clearly defined and the cost control of the project is grasped;the cost control is subdivided according to the implementation strategies of each stage,so that the concept of cost control runs through the implementation of the project and urging to strengthen multi-party communication.Coordinating,committing itself to realizing dynamic monitoring of the whole process of project cost control and improving the analysis.
