| Resettlement housing construction in shantytowns is a people’s livelihood policy implemented by the government,which thoroughly implements the idea of "guaranteeing and improving people’s livelihood to seize the most immediate and most realistic interests of the people" at the Nineteenth Congress and helps to improve people’s standard of living and narrow the gap between the rich and the poor.But at present,there are a series of problems in the process of construction of shantytowns resettlement house in China,such as the delay in the construction period results in the failure to make timely check-in,the excessively high cost results in excessive financial burden,and the quality risks results in inconvenience of households.These problems result in serious damage to the interests of the Shantytowns resettlement residents,and violate the original intention of this welfare project.The time,cost,and quality are three construction goals that contradict and restrict each other,if any one goal is focused on will affect the other two.Therefore,starting from the roots and based on its existing problems,this paper studies the establishment of a time-cost-quality comprehensive optimization model during the construction process and helps to to achieve a relatively optimal time-cost-quality goal.It will not only bring more profit to the construction unit while satisfying the owner,but also let the shantytowns resettlement residents feel the care of the policy.1)The paper first defines the concept of shantytowns resettlement house,then respectively based on the perspectives of time,cost,and quality,analyzes the problems existing in the construction process and the antagonistic relationship among them,which intends to illustrate the necessity and urgency of comprehensively optimizing it.2)And then traces the traditional multi-objective optimization method,in view of its flaws and inadequacies,introduces the DE algorithm proposed in this paper,by comparing it with the traditional algorithms,the reason of using DE algorithm is pointed out.After an in-depth analysis of the time,cost,quality connotation and relationship,from the perspective of the construction unit,optimizes the three goals of time,cost,and quality.Breaking the previous understanding of the linear relationship between time-cost and time-quality,this paper establishes a three-objective non-linear comprehensive optimization model suitable for the construction of shantytowns resettlement houses,and selects the DE algorithm with fast convergence and accurate results to to solve the model.3)Use specific examples to introduce the previously established comprehensive optimization model,and use DE algorithm in matlab programming solution,which leads to theoptimized time,cost,and quality,it further validates the rationality of the model and the feasibility of the algorithm.Through the above research,the construction of shantytowns resettlement house is optimized,whose results can provide strong decision support for the construction unit and the basis for the reasonable arrangement of working procedure duration and guidance for advancing the construction of shantytowns resettlement houses in China. |
