Research On The Influence Of "No.62 Regulation Issued By Department Of Transportation" On Freeway Transportation

The newly promulgated regulations on the “Management of Freeway Transportation for Exceed-Limit Transportation Vehicles”(Regulation of the Department of Transportation of People's Republic of China,No.sixty-second 2016)(hereafter this paper will be abbreviated as “No.62 Regulation issued by Department of Transportation”)clearly defines the overall dimensions and the total weight limits of various types of trucks.With the implementation of “No.62 Regulation issued by Department of Transportation”,there will be variable changes in the concerns of safety,efficiency,road load and freight volume in freeway transportation.Based on the freeway tolls and the statistical data of the emergencies,this paper studies the influence of “No.62 Regulation issued by Department of Transportation” on the freeway transportation through the understanding of it with the combination of the relationship between the size and weight of the vehicle's outer profile and the freeway transportation.To respond to the guiding spirit of introducing a third party evaluation in the implementation of major policies.First of all,from the analysis of the reasons for the implementation of the policy,the purpose of implementation,the changing situation and the implementation situation,combining the basic theory of the “No.62 Regulation issued by Department of Transportation”,and through big data analysis,detection and perception of freeway running state,the research hypothesis is put forward from the influence of highway transportation.reasonable result variables and covariates are selected.Secondly,the general least square method is used to estimate the influence of the “No.62 Regulation issued by Department of Transportation” on the freeway transportation safety,transportation efficiency,road load and freight volume,and it is found that there are multiple collinearity and endogeneity problems.Therefore,the effect of the “No.62 Regulation issued by Department of Transportation” on the transportation of the freeway is estimated by the method of breakpoint regression,and the robustness of the model type is tested to ensure the model and estimate.The results show that the “No.62 Regulation issued by Department of Transportation” has a significant reverse effect on the safety of freeway transportation and road load,which has a significant positive effect on the efficiency of freeway transportation,and has no significant impact on the volume of freeway freight.Finally,the freeway is divided into four types according to the area of the freeway,the traffic flow,the ratio of the truck,terrain differences,and the different types of freeway transportation are classified.Using the panel regression method of two-way fixed effect,the influence of safety,efficiency,road load and freight volume of different types of freeway in Shaanxi province is analyzed in the two years of “No.62 Regulation issued by Department of Transportation”.From four aspects of transportation safety,transport efficiency,road load and freight volume,this paper studies the impact of “No.62 Regulation issued by Department of Transportation” on freeway transportation,which can provide theoretical basis and data support for the post evaluation of policy implementation.
