Highway is an important part of our transportation system,and also an important infrastructure.In recent years,with the development of social economy,the basic function of highway is becoming more and more prominent.As an important symbol of national transportation modernization,highway plays an irreplaceable role in the economic and social development of our country and the promotion of comprehensive national strength.Since the18^th CPC National Congress of the Party,the transportation industry of our country has made great achievements.Now,China is standing on the historical starting point of the big country of traffic;The 19^th CPC National Congress of the Party has clearly set forth the grand goal of building a strong transportation power,and the transportation system will strive to open a new journey to build a strong transportation power in the new era.Chaoyang City is faced with many mileage of highway management and heavy task of management and maintenance.In recent years,the highway people in Chaoyang City have faced difficulties and created a new situation of sustainable development of Chaoyang highway.However,with the needs of social development,because of the management system,financing channels,talent training and other reasons,there are many problems in the highway management of Chaoyang City,and the development of highway has encountered unprecedented bottlenecks.Liaoning Province has enacted Regulations of Liaoning Province on Highway Administration?hereinafter referred to as the Regulations?in 1986 according to Highway Law of the People's Republic of China and the relevant laws and regulations.Chaoyang City Highway Administration Department has formulated the highway management model with the distinct characteristics of the Times and the self-characteristics of Chaoyang according to the actual conditions guided by the Regulations.In the report of the 19^th CPC National Congress,the General Secretary Xi Jinping put forward to speed up comprehensively the deepening pace to reform,deepen the reform of the organization and administrative system,and especially insists on"Overall consideration of the establishment of various organizations,scientific allocation of the party and government departments and the rights of internal institutions,clear responsibilities".These thoughts reflect the three major directions of the future development of the reform of government institutions and administrative system,and provide the basis and direction for promoting the reform of highway management system in China and Chaoyang City.By comparing and drawing lessons from the advanced highway management methods at home and abroad,the research in this paper carried out scientific research with investigation,comparative analysis,literature research and other methods,and researched reform and innovation of highway management model,perfection of highway administration system,strengthening bidding and tendering and capital regulation and cultivation of highway talents taking Highway Law of the People's Republic of China as the guiding principle by scientific management theory,public product theory and two-factor incentive theory,in order to find an effective way to solve the problem of highway management in Chaoyang City.This paper mainly took the highway management section of five counties and districts under the jurisdiction of Chaoyang as the main research object,and excavated the existing problems and shortcomings of the highway management in Chaoyang City from the aspects of highway construction,management,maintenance,road administration and law enforcement.Based on the successful experiences of highway management at home and abroad,this paper sought for an improvement scheme of highway management that suit Chaoyang City,and put forward some countermeasures and suggestions for strengthening the highway management in Chaoyang City.The research of the thesis mainly revolves around the following four aspects.In the aspect of highway construction management,the paper mainly researched the planning,bidding and tendering,design,investment,supervision,construction and acceptance of highway in Chaoyang City,in order to seek the path to solve the problem of highway construction management in Chaoyang City.In the aspect of highway maintenance,the paper mainly solved the solutions regarding the insufficiencies in daily maintenance,market-oriented operation,improving maintenance efficiency,in order to improve the management level of highway maintenance in Chaoyang City.In the aspect of perfecting the highway management system,the paper mainly researched how to perfect the setup of institutions,perfect the construction supervision system,promote the marketization of highway construction and maintenance and the integration of road administration management,and promote the fundamental improvement of the highway management level in Chaoyang City through the improvement of highway management system.In the aspect of cultivation of highway talents,the quality of highway management talents can be improved by expanding the source of talents,perfecting the mechanism of appointment and strengthening the skill training.Therefore,it is of great significance to promote the sustainable,rapid and healthy development of highway transportation in Chaoyang City to fully understand the current situation of highway management,accurately analyze the existing problems of highway management,explain the causes of the problem with scientific theory,and then put forward targeted countermeasures and suggestions to solve the highway management problems in Chaoyang City.
