In the preliminary design stage of the construction project,because of its complicated construction process,large change,insufficient design depth and ununified and unstandardized method for compiling staff,the results quality of the budget estimate is difficult to guide the subsequent project cost control and management.The reason is that the writer fails to use effective methods to excavate,classify and deal with valuable engineering cost data,and fails to form "large data" which is beneficial to the construction cost information of the budgetary estimates.It is difficult to provide a powerful reference for the estimation of the estimate price of this stage.In view of the building and decoration project of the construction project,in the view of the cost consulting organization,the owner and the design unit,this paper uses the theory of "big data",and takes into account the design budget theory and the WBS project decomposition structure,and makes a comprehensive and systematic exploration of the construction of the building and decoration project budget index system and the application of budgetary indicators in the preliminary design stage.First of all,this paper uses literature research method to collect and analyze the current situation of cost information management at home and abroad,and summarizes the shortcomings of the current research field,that is,the construction and application of the estimate index system in China is slightly deficient,and the existing research is not strong.Secondly,based on the WBS structure decomposition method,this paper divides the building and decoration engineering into three parts,namely,building engineering,decoration engineering and measure project,combining the specification of the bill of quantities of the building and decoration engineering,the budget quota of building and decoration engineering and the cost data of the completion,the budget estimate system of housing construction and decoration project is constructed.Then,through the comparison of prediction methods,case reasoning is used as the application method of "big data".Finally,based on case-based reasoning system,the application model of the estimate index of housing construction and decoration engineering based on case-based reasoning is constructed.With the help of SPSS statistical software and the program code of the system,the weight of the case index and the calculation of the similarity are realized,and the appropriate correction means are used,the single estimate cost of the target project is predicted,thus the reasonable determination of the estimate of the building and decoration project in the early stage of the design is reached,and the idea is provided for the construction of the information platform.The innovation of this paper is: Based on the current cost data and WBS structure decomposition method,the construction and decoration project of housing construction and decoration project are divided,and the index system of building and decoration engineering is constructed;Based on the case reasoning system,the data accumulation of the completed project cost index is realized on the basis of "large data".The "box chart" and the correlation coefficient matrix of the SPSS statistical software are used to extract the estimate index of the preliminary design stage of the building and decoration engineering,the prediction model of budget estimate for building decoration and decoration engineering based on case-based reasoning system is constructed.
