Study On Audit Evaluation Of Operation Performance Of Lanzhou Water Bus Project

With the frequent distribution of logistics and population in different regions of the city,the development of the mode of transportation is very important to the expansion of urban space.Especially for Lanzhou,where the terrain features are long and narrow,the traditional way of land transportation can not satisfy the transport demand to the maximum,thus the supply and demand contradiction will appear to some extent.For this kind of city,we should analyze the characteristics of the geographical environment and use the natural advantages to expand the transportation space.The water front of Lanzhou city of the Yellow River through the city and natural geographical advantage,so the bus operation system of water to maximize the use of the advantages of city natural water,saving land to travel cost and price,has the advantage of low travel costs,short time,punctuality in the short distance travel,is the indispensable part of creating a sustainable city green traffic system.Lanzhou water bus project began to run formally in 2015.It is one of the important measures of "smooth traffic and pollution treatment" in Lanzhou.As a public investment project,the project has some problems,such as poor publicity,low utilization rate and insignificant comprehensive performance in the process of operation.In order to realize the good operation,through the methods of field investigation,literature research and case analysis,combined with the theory of publicaccountability,environmental management theory and the theories of public investment,the city water bus project from the environmental and economic benefits,social benefits,comprehensive analysis and evaluation system,the main problems of existing system analysis and the causes,and put forward the audit recommendations,namely: strengthen the function of service,multichannel financing;improve enterprise management mechanism,to ensure the orderly development of enterprises;expanding the scope of services,and strive to cultivate new economic growth points,to reduce dependence on government subsidies;strengthen the water bus company's internal management,improve operational performance.Through the research and analysis in this paper,we hope to provide theoretical support and policy recommendations for further improving the water bus project management,improving the efficiency of public resources utilization and strengthening the government regulation behavior,and also help to the future development of Lanzhou water bus project.
