New changes in the pattern of supply and demand of electric energy and new trends in energy development have promoted the reform of the power industry at home and abroad and accelerated the construction of smart grids in various countries.The concept of an energy internet was proposed,coordinating vertically all parts of the "source-net-consumer-storage" and enabling two-way interaction between production and consumption.The traditional grid gradually evolves to the demand side response,making the system more flexible and allowing users to fully participate in the operation of the power system and energy market.As one of the key technologies of smart grid,demand response is an important means to realize coordinated development between user side and power supply side,which requires the coordination of information and services among all links.In the demand response mode with the load aggregator as the middleman,during the process of peak load and valley filling,the aggregator can aggregate the geographically scattered user load to the virtual demand-side bus,utilize flexible and aggressive pricing and incentive mechanisms to control the load reduction of participating users,and promote power users to use energy scientifically.So,users can obtain greater benefits with less electricity costs,the gap between grid peaks and valleys can also be reduced and the system operates more stably.Therefore,in order to make full use of the demand side resources,the aggregators need to evaluate the potential of each user as one of the reference bases for determining the load reduction of users,so as to explore the load response potential more reasonably and efficiently,form a scientific way of using electricity,and improve the efficiency of the power grid.This paper first introduces the domestic and international demand response evaluation index system,technology development,engineering testing,operating mode,policy incentives,assessment methods and other related research.It introduces the operating mechanism of load aggregators in demand response and the characteristics of key technologies of demand response.Secondly,the paper analyzes the characteristics of demand-side user response,deeply explores the influencing factors of users' response potential,and takes into account the impact of information value in demand response.Also,the paper selects the appropriate indicators,establishes a sound evaluation index system from the user behavior,the basic situation of users,economic incentives and the value of information,and distributes the indicators weight.Finally,an assessment model of demand-side user response potential based on fuzzy optimized set pair analysis theory is proposed,and its theory and potential assessment process are analyzed.Through the simulation of the example,the task of load aggregator assignment is simulated,and the rationality,effectiveness and feasibility of the assessment method are proved from the aspects of task completion and aggregator benefit.
