With the acceleration of urbanization,the urban population has increased and the demand for transportation has increased rapidly.The existing road network conditions have been unable to bear the continuously increasing traffic load,and the problem of traffic congestion has become more and more serious.In recent years,the country began to consider dealing with the issue of traffic congestion from the perspective of urban structure.In early February 2016,the State Council put forward the relevant views on the opening-up of communities,hoping to share the traffic pressure of the main roads in the city through opening up the internal roads of closed communities and increasing the density of urban road networks,in which way the traffic congestion can be relieved.Based on this,this article will study the traffic-opening strategy for closed communities.First,based on relevant studies at home and abroad and the development of closed communities,we have summarized the characteristics of closed communities and their relationship with urban congestion.According to the characteristics of the road network structure within and around the closed cell,we propose a travel cost model,which takes into account the travel costs at road sections and intersections at the same time.Through the model calculation,we acquired the traffic volume,road section impedance,intersection delay,section cost,intersection cost,and total travel cost of the road sections and intersections before and after the opening of the community.By using these parameters as evaluation indicators for horizontal and vertical comparative analysis,the correctness of the model and the feasibility of opening closed-type residential areas are proved.It is concluded that the opening of closed-type communities can relieve traffic congestion.Secondly,we introduce the transportation service level into the travel cost model so that the model can calculate the traffic congestion status of each road section and intersection before and after the opening of the closed residential area,which is more practical.For complex closed-cell communities,the effects on relieving traffic congestion vary according to different opening methods.In order to avoid the negative impact of traffic opening,we conducted separate research on the different modes of traffic opening in complex closed-type communities,obtained evaluation indicators for different opening methods,and analyzed the opening strategy for different closed-type residential areas.Finally,as the opening of a closed-type community will inevitably affect the normal life of residents within the community,from a practical point of view,we have given relatively reasonable suggestions on opening methods with a comprehensive consideration of urban layout and traffic planning management,and etc.Furthermore,we have provided specific measures for the internal road opening times,traffic safety within the community,and property management,trying to improve the effect of opening the community traffic under the precondition of minimizing the disturbance on residents’ normal life as much as possible.
