Study On Landscape Greening Management In Urban Area Of Suqian City

Since modern times,the social economy has been flourishing,and the construction of material civilization has made great progress,hence the pursuit of a higher quality living environment has become a practical need of urban residents.Along with the promoting of urbanization level in our country,strengthening urban landscape management has become significant for urban quality optimization and City people's livelihood improvement.The improvement of urban landscape management also plays an important role in the innovation of social management?promotion of government function change?and the construction of ecological civilization.In recent years,the CPC central committee and state council attach great importance to the ecological civilization construction,and make a series of policies to promote urban landscape management work,putting the city landscape management in a more vital position.In this context,Suqian city take the "ecological city" as its strategic goal since being established,positioning the "ecological Suqian,green home" as city brand and making urban landscape management a great force in creating city features?building city brand?and optimizing the ecological environment.Through elaborate organization and positively conduction,the city influence and comprehensive competitiveness has been increasingly improved.What's more,the human settlements environment is continuously optimized and city image changed.The afforestation index increases greatly as well.Recently,persisting in optimizing landscape construction management,Suqian proposes the work target of creating national ecological garden city.Suqian has successively won the title of "National Garden City"?"China Habitat Environment Prize"?"National Afforestation Model City" and other honorary titles.In March 2018,Suqian was rated as Jiangsu Provincial Garden City.There is no denying that,behind these achievements,there still exists some shortages,which worth exploring.And in the actual management,many work need to be improved.In all,this article is divided into five chapters.In chapter one,it expounds the research background and significance of this paper.Aimed to lay a foundation for the full text writing,this chapter reviews documents of urban landscape management at home and abroad and scientifically defined research ideas and methods.The chapter two elaborated the concept of botanical garden afforestation management,mainly including urban management,landscaping,and the concepts of urban landscape management.It also has made the further interpretation of the seamless government theory,new public service theory,sustainable development theory and other related theory.This chapter set the category of this writing,and make suggestion to the next steps on the basis of relevant theory.Third chapter analyzes Suqian city landscape management situation in details.Through elaborating the administrative department in charge of Suqian landscaping management situation,it illustrates institutions and the main functions situation and summarizes the Suqian city landscape management in set up specialized management institutions,innovation management system,perfect management,standardized management,strengthening the market supervision and setting up a dynamic assessment mechanism,etc.It also fully analyzes major problems in the management process in the Suqian landscape management,mainly including the lack of coordination and flexibility,the management team strength,insufficient supervision and imperfect legal system guarantee.Deep reasons for these problems are summarized,mainly including failed to establish department coordination mechanismthe simplification of the linkage management mode lacking of vitality,finance budget and staffing tension,lack of long-term supervision mechanism and laws and regulations construction lag.Chapter four fully absorb the successful experience in landscape management and at home and abroad.The successful experience,namely,change the management functions?strengthen management system design?widen the channel of the funds investment?strengthening the legalization management and pay attention to the application of big data technologies.On the basis of the above four chapters,in chapter five,it extracts from different angles and summarizes Suqian government further optimized countermeasures of urban landscape management,namely,it needs to accelerate reform of the urban landscape management system?clarify the responsibilities of landscape management?improve the management innovation level and strengthen the construction of the guarantee mechanism of landscape management.
