Transmission and distribution price is the middle link of the electricity price chain,playing the role of connecting the power generating side and the power selling side.Scientific and reasonable transmission and distribution price should allow electricity users to fairly afford the transmission and distribution cost and provide price signals to optimize the allocation of transmission and distribution resources.At this stage,transmission and distribution price announced by various provinces in China only differentiates between users(large industries,general industrial and commercial sectors and others)and voltage levels,which does not consider load characteristics and can not provide sufficient price signals.Therefore,based on the research of user load characteristics,this paper use load factor as the user classification index and proposes a transmission and distribution pricing method considering load characteristics.The main contents of the dissertation are as follows:Firstly,this paper summarizes transmission and distribution pricing theory and cost allocation method,summarizes the practice of load characteristic price in foreign countries and proposes to formulate the transmission and distribution price considering load characteristics.Secondly,on the basis of studying load characteristics,taking load factor as the user classification index,different transmission and distribution prices are set for each type of users.Based on the previous research,this paper proposes a load pricing model of transmission and distribution price.The model is divided into three levels,the first level:applying peak-load pricing method to allocate the transmission and distribution cost between different voltage levels;the second level:applying the improved integrated load method to allocate the transmission and distribution cost of each voltage level among different user categories.The third level:the transmission and distribution price adopts the two-part system.Based on the traditional experience method and the BARY curve method,the article proposes an analytical method that satisfies the principle of incentive compatibility to divide the transmission and distribution cost of each user category into capacity charge and electricity charge.Thirdly,an example is calculated to verify the rationality and feasibility of the method.Through the analysis of the results,the rationality and practicability of the transmission and distribution pricing model considering the load characteristics are verified.
