The discerption of transmission and distribution will be the sure direction of our electrical industry reform, after the discerption of power plant and Grid Corporation. A reasonable and steady transmission price is the base of all these to ensure the grid corporation to supply safe, steady and fair service.In recent years, many research works in transmission pricing has been done in inside or outside. Most of these works are based on economics but not power flow. An OPF method based on Primal-Dual Path Flowing Method of transmission pricing is presented in this paper. This method considers the real time power flow within the depreciation of fixed cost, and emphatically analyzes the transmission losses and congestion, to ensure the price can instruct the system ran safely and steadily.This paper amply analyzes the structure of transmission price, dividing transmission price into fixed price and alterable price refer to the two part price system. Alterable price can be divided into active power transmission price, negative power transmission price and congestion price to be convenient for calculate. The three parts can be accounted by spot price theory. The transmission right is inducted into the management of congestion and the different function is analyzed under the different transmission state.This paper adopts the OPF model which minimizes the total plant cost as objective function. Considering the various restrict condition of electrical system, including contribution restrict of generator, node balance equation, node voltage restrict and line capability restrict. Use the Primal-Dual Path Flowing Method to alternate the inequation into equation and introduce impediment parameter to ensure the optimization is always in feasible region, predigest the calculation.At the end of the paper, use the IEEE-14 system to validate the model, prove the effect of congestion to the price by analyzing the structure of transmission price when there is congestion or no congestion. Make a program to implement the course of calculation in MATLAB 7.0 at last.
