With the economy developing rapidly,the fossil fuels being exhausted and the ecological environment deteriorating continuously,promoting energy conservation and emission reduction vigorously is regarded as key point to the comprehensive,balanced and sustainable development in the economy and society of China.Electric vehicles,with the features of clean and environment-friendly,have become a strategic supporting point for meeting the currently new energy revolution in China.As an indispensable energy service infrastructure for the large-scale industrialization of electric vehicles,electric vehicle charging station is fundamental for the promotion and popularization of electric vehicles.In the early stage of construction,site selection of the charging stations has a direct impact on the operating efficiency,service quality,operational safety and user service convenience of the later charging stations.At present,as one of the key demonstration cities of electric vehicles,Beijing still has many deficiencies in the construction planning of charging stations.In particular,the lack of reasonable planning of charging stations had lead to the low utilization rate of the charging stations,which remains further research.This paper argues that,the site selection of electric vehicle charging stations based on the characteristics of different functional areas in Beijing is essential for improving the economy of the charging station construction and the stability of power grid.According to a large number of domestic and foreign related researches,this paper proposes that the site selection of electric vehicle charging stations in Beijing should be conducted from the perspective of dividing three different functional areas including residential communities,commercial areas and ring roads,which can effectively control the unreasonable construction of the charging stations as well as improve the utilization of the charging facilities so as to satisfy the charging needs of the electric vehicles users.First of all,this paper studies the research status of the factors and models of site selection for electric vehicle charging stations.Meanwhile the distribution and characteristics of different functional areas in Beijing are discussed,and the site selection environment is analyzed.On this basis,this paper studies the general factors that affect the site selection of electric vehicle charging stations in Beijing and enriches its characteristic factors on site selection of different functional areas.After that,the index system is established,which includes economic factors,social factors,environmental factors,planning factors,and the site selection characteristics factors of residential communities,commercial areas and ring roads.Then,the site selection model of electric vehicle charging stations under an intuitionistic fuzzy environment is constructed,and the VIKOR method based on the triangular intuitionistic fuzzy number which provides a more reliable basis for the optimal location of the EV charging station is used to transform linguistic variables and sort the alternatives.Through the case study,the decision is made for the site selection of electric vehicle charging station in residential communities of Beijing and the sensitivity analysis of the results is carried out,which proves the superiority and stability of the site selection model constructed in this paper.Finally,in order to make the site selection model more practical,the paper uses the informatization method to carry out the demand analysis and architecture design of the site selection decision support system.The system which has four modules including user management,index management,site management and project evaluation management as the main function adopts the three-layer architecture based on B/S(Browser/Server)mode,and enhance the management level of the site selection decision makers effectively.The site selection index system and model of charging station proposed in this paper can provide scientific and reasonable selection optimization results for planning of electric vehicle charging stations in different functional areas in Beijing.The design of site selection decision support system provides a double growth of decision-making efficiency and economic benefit,which provides thoughts and directions for reference.
