With the rapid economic development,the problem of environmental pollution is becoming more and more serious.In particular,the emission of greenhouse gases has caused global temperatures to rise continuously.As a result,the extreme climate continues to emerge and the ecological balance has been severely damaged,which has also posed a great threat to the survival and development of mankind.Traffic congestion can directly affect the emission of greenhouse gases.With the rapid development of economy,the number of motor vehicles keeps increasing rapidly,making the supply of roads unable to meet the demand of motor vehicles.The contradiction between road resources and road network becomes more and more obvious.Under such a circumstance,human beings have come to realize that only by reducing greenhouse gas emissions will the economy be able to sustain its development.As a result,the low-carbon economy has emerged.Logistics industry as the second largest source of carbon emissions,and logistics enterprises as the main users of the road,must comply with the requirements of low-carbon economy,and gradually formed in line with human development of the logistics network design.Therefore,this study,design of regional logistics network with balanced traffic and low-carbon economy,has important economic and social significance for the sustainable development of the countries.The research idea of this paper is to analyze the influencing factors of traffic congestion first,then carry on the thorough research to the low carbon economy and the low carbon logistics,then summarizes the can communication content on the influence factors,and establish a regional logistics network model with balanced traffic congestion and low carbon economy,finally through the actual example to draw the relevant conclusions.The specific research content is as follows:First of all,this paper puts forward the causes and characteristics of traffic jam,summarizes the main factors affecting traffic jam.Then,the essence,characteristics and components of low carbon economy are described.The concept and classification of logistics network and regional logistics network are introduced,and the optimization methods of regional logistics network are also described.Secondly,the paper summarizes the influencing factors of traffic congestion in the process of logistics and transportation as well as related indicators that affect the development of low-carbon economy,and analyzed the equilibrium relationship between the two.The analysis shows that the equilibrium is the value of the carbon emission of logistics vehicles when the logistics network is in traffic congestion,which is equal to the carbon emission that can be released by logistics in the region under low carbon conditions.From the relevant data,it can be known that the carbon emissions released by the regional logistics process under low-carbon conditions are known.The carbon emission function of logistics vehicles in logistics network transportation needs to set up a traffic congestion coefficient,and this function is obtained by multiplying the traffic congestion coefficients separately from the carbon emission formula of different transport processes.Finally,the known value and the carbon emission function are taken to obtain the equilibrium model of traffic jam and low carbon economy.Thirdly,in order to minimize the cost of the regional logistics network design process as the optimization goal,the paper takes the traffic congestion and low-carbon economy equilibrium model,route selection,transportation vehicle type and environmental protection as constraints,establishing a regional logistics network model of traffic congestion and low carbon economic equilibrium.Taking A regional logistics network as an example,using genetic algorithm to solve the model,and finally get the best regional logistics network design.Finally,this article has some creativity in the topic selection and model building.Due to few design of regional logistics network considering traffic congestion and low-carbon economy,this paper improves the intelligent optimization algorithm and designs a regional logistics network model considering traffic congestion and low-carbon economy equilibrium.In order to make the low-carbon economy develops faster and better,this paper laid a good foundation.
