| In recent years,the installed capacity of wind power in Jilin province has increased rapidly.However,due to the small power load and the large installed capacity,the power supply has always been greater than demand for a long time.Moreover,due to the larger proportion of thermal power units in the power supply structure,and the pressure on the power system in peak load shaving and the construction of extra-high voltage(EHV)projects lag behind,resulting in high abandonment capacity and abandonment rate.In addition,with the growing scale of wind power being integrated into the power grid,there will be a large number of wind turbines have been out of warranty in recent years.For the wind turbines beyond the warranty period,the cost of operation and maintenance will been borne by wind power generation enterprises.Therefore,the rapid development of wind farms is also faced with a series of operational risk,which seriously restricts the improvement of economic benefits and sustainable development of wind power enterprises.Wind power enterprises should pay attention to the operation and maintenance risks of wind farms,establish a scientific and reasonable risk assessment model of wind farm operation and maintenance,explore operational risk management and control strategies,in order to avoid unnecessary risks effectively,and enhance the ability of wind farm operation and maintenance risk management and control.Based on large amount of material and works and scene researching,first,this paper has elaborated the research trends of risk management and wind power project risk management both at home and abroad,and proposed the meaning,goals and process of risk management of wind farm operation and maintenance.Second,analysed the power supply and demand situation of Jilin province and its future development trend,and the operation and maintenance management status and the amount of power generation and power limit situation of a large wind farm in Jilin province.Third,from the economic risk,technology risk,management risk,natural risk and environmental impact risk five main aspects,analysed and excavated the operation and maintenance risk systemly of the large wind farm in Jilin province,and established the wind farm operation risk evaluation index system combining with the operation risk evaluation index selection principle.Fourth,based on the subjective and objective integrated weighting method,an operation and maintenance risk assessment model of wind farm based on matter element extension and TOPSIS method was proposed,and an empirical study of a large wind farm in Jilin province is carried out.Fifth,based on the above analysis and evaluation results,the corresponding operational risk management strategies and suggestions were proposed for a large wind farm in Jilin Province,which has scientific effect on the operation and maintenance risk of wind farm.Based on the research of wind farm operation and maintenance risk,this paper has constructed the wind farm operation risk evaluation index system and proposed the wind farm operational risk management strategies and suggestions,not only enrich the theoretical system of risk management of wind farm,and provides a theoretical basis for the wind farm operation and maintenance risk management and control,also contribute to the wind power generation enterprises identifying operation and maintenance risk comprehensively,and then make scientific and effective strategies to improve the wind farm operation and maintenance risk control ability,and promote the economic benefits of wind farms,and ensure the healthy and sustainable development of wind farms. |
