The project cost runs through the whole project,and the good cost control is beneficial to the project management and the implementation of the project.It plays a decisive role in the quality,progress and benefit of the project.Therefore,the cost control is very important to the development of the whole project.Especially in the early stage of the project implementation,due to the lack of attention to the early work,so the budget overestimate,the budget estimate and other phenomena frequently occurred.The overestimation of the estimates not only reduces the investment benefit of the project,but also causes the government to seriously lose control of the investment management of construction projects.Results in the concrete implementation of the project,it is often the control cost,the material replacement,the reduction of the component size,the final impact on the project quality,and the safety and usability of the project.Therefore,it is necessary and meaningful to study how to control the estimation problem and propose corresponding solutions and control measures.This article respectively to estimate estimate of cut into the objective reasons and subjective reasons for the analysis,and analyzes the key points of the problem through the instance to a given problem solutions and ultimately to nip in the bud.This thesis is divided into five chapters.The first chapter is the introduction,which introduces the background and significance of the research and the methods and ideas of the research,and elaborates the possible shortcomings and innovations.The second chapter is about the concept and content of the design budget,the basis and principle of preparation,the review and control process and necessity of the design budget.It provides a solid theoretical foundation and basis for estimating the causes and strengthening the proposed control.Based on the discussion of budget estimates and the review of budget estimates,this paper draws lessons and inspirations for the management and control of China's cost engineering.To provide theoretical basis for the study of control budget;The third chapter is to analyze the subjective and objective reasons for the loss of control of the project design,and summarize the reasons for it,and conclude that the subjective reason for the loss of control is the main reason.The fourth chapter is based on the project budget is out of control of the reason to make the corresponding control scheme,through the implementation of the control method makes budget control in a reasonable price level,not super feasibility study estimates,could make more reasonable cost,to the true level;The fifth chapter is to design effective implementation scheme applied to the actual substation projects,through the actual problem to verify the design budgetary estimate set at the beginning of the project phase and better control project establishment stage.At last,the author summarizes the significance of the design budget control and the proposed rationalization proposal.The control of the design budget is an important part of the whole process engineering cost control,and the project cost control should be scientific and standardized.Increasing the financial input in the work for pre-project,summarizes the experiences of the practice,according to oneself circumstance of project cost control methods,for later similar engineering design budgetary estimate of runaway problem play a guiding role.
