With the growth of economic,the transportation system plays an essential role in both passenger and freight.Passengers and Service Providers are looking for better transportation mode choice which is beneficial to them such as reduce travel time,travel cost,cleanliness,better safety expectative,comfort,better view while onboarding and the satisfaction of frequency of operation.In every country,there is competition between mode of transportation,the government,as well as the private operating company try to provide more transportation system that would reduce the high traffic demand on one mode that causes many problems such as traffic jam,accident,lower economic growth,and so forth.The Railway transportation system with the capabilities of improving passenger's satisfaction level could attract passenger's heart to shift to railway transportation more than other modes such as roads,air,and water.Railway is a vital service to global society and the transport backbone of a sustainable economy.It has an unprecedented opportunity to achieve the sustainability which is required for the twenty centuries.Rail will be able to respond to the expected growth in transport demand both passenger and freight.The government of South Sudan is planning to construct a new standard gauge railway network that will connect major cities of the country and with some lines connected to Kampala the capital city of Uganda,this is the most ambitious infrastructure project in the country since her independence.The project will be 90%funded by China's Exim Bank and the government of South Sudan will provide the other 10%The project should facilitate passenger's transportation between major cities in the country and steer up their economic growth.The passenger line planning is a process of strategic long-term decision-making problem in the field of railway planning.The line planning problem is the problem of designing a line system such that the passengers travel demand is satisfied.In this paper,Mix-Integer Linear Programming(MILP)Model with the objective of maximizing the number of direct travelers is used to select optimal lines and their frequencies commonly known as the line concept from the set of line pool which is given on South-Sudan proposed railway network of lines.The passenger's OD-pairs were generated by using the gravity model with Microsoft excels.Edge capacity constraint is added as a new constraint in the model,therefore the capacity for all edges in the network is calculated by using the empirical formula for calculating the capacity known as the Scoot's formula.Finally,Using CPLEX 12.6 optimization solver the model is applied in the case study on South-Sudan proposed network of lines with seven stations and six reasonable lines,out of the six reasonable lines,four lines which has high number of direct travelers with their frequencies were successfully selected as optimal lines in 16ms(milliseconds)computational time.The simulation was run for dataset from two different periods:the first period is to serve passenger' s travel demand for weekdays(from Monday-Thursday)and the second period is to serve passenger's travel demand for weekends(from Friday-Sunday).
