Research On The Performance Of Supervision Service From The Perspective Of Holder

With the development of supervision industry for over 30 years,China has gradually formed a construction management system with Chinese characteristics.With the gradual transformation of the construction management mode to the specialization,the laws and regulations and standards of the construction supervision are perfected continuously,the legal status of the supervision in the construction activities and the corresponding legal responsibilities are further refined and implemented,and the management system of the threeparty construction management is formed.The cooperation between the main bodies plays an irreplaceable role in ensuring the effective growth of investment efficiency.With the construction and commissioning of a large number of municipal,railway and infrastructure projects,the role of supervision in quality,schedule,cost and safety production management has been recognized more and more.At the same time,the degree of marketization of the supervision industry is further deepened,the deep-seated contradictions in the supervision system appear gradually,because of the asymmetric information,the supervision in the process of performance often appears the problem of moral hazard,which not only harms the owner's interests,but also causes the bad influence to the public opinion.This article through to the construction supervision concept and the performance,the service quality and so on related theories elaboration,from the information economics angle of view analysis supervision Service morals risk question origin,proposed based on the performance function principle constructs the supervision service performance model,from the system design to contain the moral risk behavior occurrence.This paper first analyzes the supervision service,through the analysis and interpretation of the characteristics of the service mode of the supervision enterprise,focuses on the supervision service work,and then disrupts the division according to the management function,and the results show that the supervision service is mainly focused on the auxiliary functions of inspection,supervision and examination.and its contribution to the construction project is often abstract,it is difficult to be objective measurement,so the current supervision service performance methods cannot effectively deter the problem of supervision moral hazard.To deal with this problem,we need to avoid the situation that the owner is expected to be highly influenced by the supervision service and establish the controllable performance system based on the owner's perspective.Therefore,this paper makes an empirical study on the relationship between the quality of supervision service and the quality of project completion,in order to clarify the effectiveness of supervision service and make it the object of performance appraisal.Through the questionnaire survey data and the establishment of structural equation model,in the supervision of service quality,project implementation quality,project operation quality,project completion quality between four of the impact path analysis.Amos software operation results show that: the quality of supervision service has a significant positive effect on the quality of project implementation,while the direct effect on the quality of project is not significant,but it will influence the quality of project implementation and indirectly affect the quality of project completion.In addition,from the model results can be seen,indirect impact path: Supervision service quality ? project management quality ? project operation quality ? project completion quality of the intermediary impact effect is not significant,that is,supervision service work cannot play a role in promoting the substantive improvement of project technology management.Based on the above research,this article set up the supervision service performance system from the owner's angle of view,through the supervision enterprise work quality,the supervision Project organization quality and the supervision organization work quality 3 dimensions,a total of 14 indexes quantify the supervision service quality.Based on the conclusion of empirical research,this research will be the object of performance appraisal for the effect of supervision service on the quality of project implementation,and according to the effect of different paths of model intermediary effect,the work of supervision service is analyzed by two factors,and different performance evaluation methods are adopted respectively.In the end,this paper applies the established performance system to the actual cases,obtains the general approval of the experts and the owners,evaluates the quality of the supervision service objectively,and confirms the rationality of the performance system.
