Study On The Effectiveness Of Railway Product Quality Supervision

The product quality supervision and inspection and law system is one of the most important legal systems in quality supervision,which plays an important role in improving the overall quality of our products.This paper introduces the common practice of foreign railway product quality supervision and spot check,and points out the problems of the current railway product quality spot check.Based on the connotation and processes of the fault tree analysis to analyze causes and the event tree analysis to analyze consequences,this article introduces the Bow-tie risk analysis model combining the fault tree and the event tree.With a view to such three key phases as the initial preparation phase,the random inspection phase and the verification phase that are related to random inspection on railway product quality,a Bow-tie model is established separately.It adopts the fault tree to analyze typical accident causes and the event tree to analyze the emergency plan for accidents,making an risk analysis on random inspection on railway product quality.In combination of the results from the Bow-tie analysis,the article puts forward preventive measures against failures in random inspection on product quality in each phase and to corrective control measures against failures.The paper introduces the working procedure of quality inspection of railway products conducted by CHINA RAILWAY and National Railway Administration(NRA),analyzes the inspection data of different periods of the former MOR and NRA before making comparison;on this basis,the paper raises questions about the quality inspection work and proposes suggestions for improvement,filling in gaps in this field and providing references for quality inspection work in the future.Through combing the problems existing in the supervision of railway product quality in our country,finally 10 suggestions were put forward to improve the effectiveness of railway product quality spot check,so as to improve the system of quality spot check,strengthen the handling of unqualified products,form a closed-loop control management system,provide quality guarantee for the construction of railway transport,and have practical guiding significance for improving the effectiveness of spot check work of railway product quality.
