With the reform and opening-up policy implemented,China's economy has achieved rapid growth.However,with the emergence of various policies and issues related to urbanization and industrial transformation,the contradiction between energy,environment,and economic development has become increasingly prominent.Compared with advanced countries in the world,energy,resources,and the environment are still the major factors that restrict the sustainable development of China's economy and society.At the same time,the improvement of people's living standards and the requirements for the environment are also getting higher and higher,so we expect to live in a state of superior environmental quality.How to make coordinated development of energy,the environment,and the economy has become a problem that is closely watched by the government and academia.This paper takes energy and environmental technology efficiency as the starting point of the research,selects panel data of 30 provinces and cities from 200 0 to 2015,and measures the provincial energy environment technical efficiency through the improved parameterized hyperbolic distance function model under the method of stochastic frontier analysis.The structural equation model used to make in-depth analysis of its influencing factors and relevant factors was verified.The empirical results show that: China's overall average energy environment technical efficiency value is 0.5745,and is increasing year by year,in an advanced stage.The energy efficiency of the southern coastal,eastern coastal and northern coastal areas is relatively high,and the average technical efficiency of the energy environment is 0.8013,0.7341 and 0.6772 respectively.The average energy environment technical efficiency of the northeastern region and the middle reaches of the Yangtze River is between 0.5 and 0.6;the average energy and environmental efficiency of the Yellow River,southwest,and northwest are below 0.5.It shows that there are obvious regional differences in China's energy and environmental technology efficiency.After an intuitive analysis of the current status of China's energy and environmental technology efficiency,this paper analyzes the impact of economic structure,technology,systems,regions,and other aspects on energy and environmental technology efficiency by constructing a structural equation model,and then calculates the efficiency of energy and environmental technologies.The relationship between the influencing factors is also under exploration.The results show that the technical factors have the greatest positive impact on the environmental energy technical efficiency,followed by institutional factors and economic structure factors.The regional factors have a greater negative impact on the enviro nmental energy technical efficiency.It shows that the development of energy environment technology efficiency mainly depends on technological progress,and the difference in regional development will hinder the development of energy technology efficiency.In order to improve China's energy and environmental technology efficiency,this paper proposes the following policy recommendations: maintain in-depth industrial transformation and accelerate the economic restructuring;further open the market and improve foreign investment standards;improve the efficiency of environmental governance investment,improve pollution control norms and systems and proceed from reality depending on the local conditions,formulate relevant policies.Because there are great differences in the technical efficiency of energy and energy environment between regions in China,based on the results of this study and the actual development of China's regions,we hope that we can effectively improve energy and environmental efficiency,achieve sustainable economic development,and accelerate the reform of ecological civilization system to build the beautiful China.
