Since the middle of the last century,many organizations are using project management tools to make required changes and meet the feasible goals and objectives.It is difficult to find two similar project management cases in the world.This is partly because every project due to its characteristics is unique,with its own unique set of challenges.Organizations initiate projects to succeed.But due to complex nature of project activities,and the challenges associated project restrictions or budget constraints,quality,cost and time are also unique and ever changing.Projects are part of wider super-system of an organization and are also influenced by both internal and external forces in a super system.Some external forces like government regulations,environmental factors,society,pressure groups,financial markets,labor markets,technology,customer influence,shareholder etc.are very dynamic.Internal factors are also like changes in operating processes,management style,resource allocation;skills,internal conflicts etc.are becoming more adaptive to the external environment.Managing projects of making feasibility study in this mix of dynamic factors requires a lot from project managers and also show how easy it is for a project to fail.The paper provides the feasibility study for the replacement of existing power plant with new power plant of the company that plans to invest and operate 300 MW thermal power plant in Georgia and Researching Georgian market of energy generation and supply.Local coal will be used to operate thermal power plant.The aim of the planned activities is to rehabilitate/construct and operate coal-based thermal power plant.Coal will be extracted from local mines and generated electricity will be supplied to the country's energy system.The study discovers that the investment in the thermal power plant project is feasible and needed for Georgian people,market,budget,government etc.in this paper can be reviewed project valuation,Georgian national resources used for the mentioned project,the importance of the energy safety,energy efficiency and energy demand of Georgia and of course the thermal power plant feasibility study with financial models for both rehabilitation and/or construction.Meanwhile,the main risk of the project is,if the Government will not give the permit of export(in summertime),the guaranteed payment of generation of electricity for long time(minimum 15 years).Existing situation with Government will be the strategy:"take or pay",which means that according to the Power Purchasing Agreement with Government of Georgia,Electricity System Commercial Operator of Georgia has to pay on each KW(Kilowatt)regarding the power plant is generating electricity or not.The main goal will be maximization of benefits from this project.
