Large-scale development of renewable energy resources deepens the pressure of peak regulation and frequency regulation,this paper focuses on the problem of peak regulation and frequency regulation,especially the issues of benefit distribution and risk sharing.To pave new ways to solve the renewable energy accommodation problem,the main work is as follows:(1)Taking three typical methods as examples,using unit commitment tools,the feasibility and validity is explored.Firstly,utilizing the excellent performance of storage,its frequency regulation function is modeled and anylized.Furtherly,after discussing the output characteristics of wind genetation,the wind's influence to power system of shouldering dispatch responsibility is assessed,namely to take the renewable energy initiative itself.Moreover,the storage's function of mitigating the volatility is taken into consideration.The peak regulation performance of demand side resources is exploited as well.In which,the market equilibrium and multi stakeholder participation is taken into account,laying the foundation for the whole research.(2)In view of the problem of benefit distribution in deep-peak regulation under high-penetration wind power,after analyzing the principles of peak-regulation resource allocation and characteristics of different power sources,a deep-peak regulation mechanism based on Kaldor improvement is proposed,in which the way to fully tap deep-peak regulation potential by benefit distribution is discussed.The compensation and allocation items are also introduced into the objective function.Thus the deep-peak regulation mathematical model is constructed.According to the optimality conditions and principles of economics,the evolvement rules of unit's benefit due to compensation and allocation are explored,and the mechanism of action of Kaldor improvement item in decision making is analyzed as well.Furtherly,to solve the model simply,an interval-based determination principle of compensation and allocation for engineering are given.The economic mechanism and evolution rules of participants' benefit distribution are anaylized systematically.(3)Uncertain renewable energy faces more risk in market transaction.To this end,taking the future power system as background,give full play to the market's resource allocation role.After anylizing the current situation of connecting-to-grid,the restrictive factors are elaborated.Thus certain solutions are presented.An option based bilateral contract design for renewable energy generation is proposed herein.Moreover,binomial tree is employed to determine the option fees,option volume and option prices,carrying out a forward-looking research in the future.After considering the present situation of electricity market reform,the whole research is conducted with the clues of mechanism analysis,mechanism design and mechanism application.We aim at building up perfect mechanism to improve its effective penetration.The theories and methods of peak regulation and frequency regulation have been enriched and developed.
