A Study On The Public Participation Subjectivity Effectiveness About Historic Area Conservation Planning In Guangzhou

In recent years,influenced by the western public participation in city planning,China has also carried out the research.In the present stage of our country public participation also belong to the "symbolic participation" stage,the urban planning decision-making power remains in the hands of a few people,top-down planning is China's situation has been,very easy to cause the deviation of planning and actual demand.After the establishment of socialist market economy,improve the people's consciousness,the public have their own appeal more channels,the government pay more and more attention to the voice of the public,the public participation in the development of a good time.Guangzhou after "Eng Ning Lu event ",more and more people added to the ranks of the protection of historical and cultural.Among them,the historical and cultural blocks as contiguous records the history and culture of the city space,historical area conservation planning to get attention,Guangzhou 26 pieces of historical area,conservation planning to get the public to participate effectively in order to make scientific planning and reasonable preparation.Under such a demand,Guangzhou City,the current historical area of the protection of the situation is how? What role does the public play in the protection plan? What is the role of public participation? What effect has been produced? What is the reason? How to improve the effectiveness of public participation in the conservation planning of historical area? These problems are analyzed and discussed in this paper.Firstly,according to the related research and case studies of public participation and historical area of related concepts,theories and the domestic and foreign historical area conservation planning public participation in the validity of the model are introduced in this paper.Then on historical area conservation planning of Guangzhou public participation of the effectiveness of the survey research analysis,judge the effect of Guangzhou city historical area public participants,as well as the effect of reason analysis,through the contingent valuation method(CVM)to calculate the protection of historical area of non use value and payment willingness and WTP value correlation analysis is proposed to increase the validity of the subject countermeasures historical area conservation planning public participation.The result shows that the effectiveness of the public participation in the historical area conservation planning in Guangzhou city is low efficiency,and the degree of the public participation in the main historical area conservation planning is low.In accordance with the "ladder" theory is still the main public involvement in the "symbolic participation" of "informed" and "consultation" stage,a few events such as "Eng Ning Lu event" to "persuade" stage.Subject inefficient,low degree of public participation is mainly affected by China's urban planning has been since the "top-down" situation,and the main body of public participation in awareness,lack of capacity,public participation lack of social organization and in channels is relatively narrow.Secondly,through the use of contingent valuation(CVM)for the historical area in Guangzhou public participation in conservation planning willingness to pay analysis and calculate the protection of historical and cultural blocks of non use value of WTP valuesfor 7.58 billion yuan / year,which is in the protection of historical area into public willingness to pay for part of and for conservation planning funds investment to provide a scientific basis.On the willingness to pay and WTP values for the correlation analysis,obtained in the main income,level of education,the area important degree of correlation,which is public participation in the main inefficient factors,but refused to pay survey and analysis shows that public participation inefficient if the public on the work of the government do not understand and do not trust,the analysis of these results easy to influence the participation subject inefficient factors are put forward to increase the validity of subjectivity of the methods and countermeasures of protection of historical area planning public participation.Finally,according to the analysis of the study is proposed to improve the historical area conservation planning public participation effective countermeasure: first,raise public awareness of protection,the sense of responsibility;secondly,play role of non-profit organizations and community organizations;thirdly,the government should take the initiative to open the planning information;the fourth,by the government and the public,establish cooperative relations;the fifth,with the media,network,and other means of communication to the formation of social public opinion.
