Study On Wetland Management Of Ecological Park In A City

Wetland is an ecosystem with important service value,and wetland protection is an important part of ecological civilization construction in China.In 2016,the General Office of the State Council put forward the new ecological concept of "comprehensive protection of wetlands" in the "Wetland Protection and Restoration System Plan" issued by the General Office of the State Council,and the ecological protection of wetlands has been gradually paid attention to.As A pilot area for urban ecological civilization construction in A City,the ecological park in A City is A representative ecological resource-based city block.However,irregular production and living conditions and other human factors have caused irreversible damage to the urban wetland ecosystem,and its ecological service value has decreased significantly.In order to protect and improve the ecological function and urban ecological quality life of the wetland in the ecological park of A City,how the government,as the main body of wetland management,play its ecological function to better promote the sustainable development of urban wetland ecology is A rather important ecological topic.Internationally,wetland research mainly focuses on wetland ecological construction from the perspective of biology and law.Most of the research on wetland in domestic academia is focused on pollution control and protection,but few studies on wetland management from the perspective of government ecological function.A city ecological park,the author of this paper point,line,face,block phase separation mode of wetland management,from the Angle of the government to implement ecological functions,using literature analysis and survey research method to analyze the related empirical research methods,and illustrate the ecological park wetland management status,and analyzes the problems existing in the ecological park wetland management,mainly includes the lack of legislation of wetland management basis,wetland management policy coordination difficulties and the rule of law administrative construction lagging of wetland ecological system construction without force;Due to the lack of long-term ecological concept of wetland management,weak technical support,lack of professional and technical personnel and the single source of funds for wetland construction,wetland management coordination is weak;Wetland ecology and cultural tourism industry integration is not deep,ecological resource endowment advantage is not highlighted,the lack of public participation in ecological management and other aspects of wetland ecological supply characteristics.Secondly,on the basis of summarizing the problems,this paper analyzes the causes,and points out the deep-seated reasons for the wetland management problems in the ecological park,which mainly include the absence,dislocation and improper positioning of the ecological functions of the government,the solidification obstacles of the ecological management concept and the self-interest obstacles of the administrative behaviors.Finally,this article based on the perspective of ecological functions of local government to global ecological management as an important carrier ecological wetland park management reform deepening,the implementation of the "global" wetland management put forward concrete measures,put forward can build A city ecological wetland park "panoramic view ecological space,business environment,comprehensive,diversity of culture industry,ecological protection universal" the whole domain of wetland management mode.This paper aims to promote the formation of a "comprehensive" ecological management model of urban wetland in line with the actual local development,so as to put forward scientific and feasible public management countermeasures for local government wetland management.Local governments should adjust measures to local conditions,improve public management mechanism,to realize the global ecological management as an important carrier,reform deepening ecological function of urban wetland resources overall planning,development,comprehensive,full implementation of "global" ecological management,further enhance the bearing capacity of ecological industry,ecological space layout more reasonable,ecological supporting system,facilities and service system to be more perfect,enrich the wetland cultural connotation,extend wetland ecotourism,forming "harmonious coexistence between man and nature" of the modern city wetland,Promote sustainable economic development and social equity and justice in a harmonious living community of natural ecology and social ecology.
