Abstract/Summary:
Paris Agreement which was passed in December 11 th 2015 has pushed the post 2020 global climate governance into a new INDC-led mechanism. It is clear that the Paris Agreement has pointed out that cities, private sectors, and other non-party stakeholders should participate the global climate governance and show out what they have done about climate actions. It is INDC and the rising of cities as stakeholders of climate negotiation that turns the pattern of global climate governance into bottom up.As the main battlefield of combating climate change and climate polies implementers, cities, cities play important role in traditional climate governance. The role of cities in combating climate change has changed because of the transformation of global climate governance pattern. Under this trend, cities act as leaders of multiple climate governance in two approaches: the first is leading new ideas by global climate networks of cities; the other is promoting climate practices by carbon trading market in cities. Pushing the global climate negotiation and promoting capacity-building of cities are approaches for global climate networks of cities to bring new ideas into global climate governance. Voluntary and compulsory carbon markets built in cities and the cooperation among them provide a strong foundation for the future united carbon market.Sub-national actors like cities have become the focus of global governance, which means that cities can provide creative climate policies for national and global climate governance, and push forward the global governance networks through innovation of ideas and practices.
