| As the mother river of the Chinese nation,the Yangtze River is also an important support for the development of the Chinese nation.It is not only a golden waterway for shipping,but also a source of water for coastal residents.With the increasing number of ships entering and leaving the port due to large-scale shipping activities,the pollution problem of ships in the shipping of the Yangtze River has become increasingly prominent.In the process of production and operation,ships will produce pollutants such as oily sewage,domestic sewage,domestic garbage,tank washing water and ship tail gas,which will become pollution sources flowing on the Yangtze River if not properly disposed of.Once a pollution accident occurs,the fuel oil carried by ships,dangerous goods and polluting goods are likely to leak into the Yangtze River.How to effectively prevent pollution from ships and how to effectively deal with the pollution after a ship accident so as to minimize the loss directly tests the governance system and governance capacity of public management.The management of pollution from ships is rich in content,including the management of water pollutants such as domestic sewage and domestic garbage,oily sewage,tail gas management,investigation and treatment of pollution accidents from ships and emergency disposal,etc.In this paper,based on zhangjiagang maritime bureau vessel pollution management duties within the scope of the work related to research,through literature research and empirical analysis method combing the Yangtze river in recent years,zhangjiagang period of ship pollution management status and the Yangtze river and coastal Marine pollution accidents happened in recent years experiences and lessons,find vessel pollution accident investigation and handling problems and reasons,use the origin theory to analyze problems,such as more restrictive factors.It is found that there are still restrictive factors of ship pollution management in Zhangjiagang section of Yangtze River.In terms of ship pollutants management,the seafarers and other shipping practitioners have a weak awareness of environmental protection,ship pollution lacks planning and coordination and special fund support,the inter-departmental linkage mechanism and other governance systems are not perfect,the ship exhaust detection mechanism is not mature,and the popularization and use of shore power is still in its infancy.In terms of ship pollution accident management,there are objective difficulties in the investigation and treatment of ship pollution accidents,the emergency handling mechanism of ship pollution accidents is not perfect,the soft and hard ability of ship pollution maritime investigation and treatment has shortcomings,and the media has great challenges.Finally,this paper puts forward some Suggestions on ship pollution management optimization from the aspects of revising and perfecting regulations,improving and enhancing management ability,strengthening investigation and emergency treatment ability.In terms of ship pollutants management,it is necessary to strengthen supporting support for ship pollution prevention,strictly manage the discharge of ship pollutants in the whole chain,manage countermeasures for ship exhaust detection,continuously promote the use of shore power by ships in port,timely revise and improve relevant laws and regulations such as the legal inspection technical rules for ships,and innovate the reporting and credit system.In terms of ship pollution accident management: standardize the investigation system and procedures,actively fulfill their duties,strengthen the training of personnel for investigation and emergency response,and establish and improve the public opinion early warning and response mechanism. |
