| With the rapid development of society and economy,the acceleration of the industrialization process,and the trend of economic benefits,incidents of illegal dumping and landfilling of industrial hazardous wastes occur from time to time.The types of industrial hazardous wastes are complex,the composition is complex,and the disposal is difficult and extremely easy It has caused water,air and soil pollution,threatened the health of the people,and has become an environmental issue that is of great concern to all sectors of society.The government’s management of industrial hazardous waste has also attracted great attention.Government management is an important means to prevent environmental pollution of industrial hazardous waste and to standardize management of industrial hazardous waste.Based on reading a large amount of references about hazardous waste generation,storage,and transportation,this article investigated deeply the industrial hazardous waste government management of HuaiAn City and the relative concepts of hazardous waste and government management.The occurrence,distribution,disposal capacity and disposal status of industrial hazardous waste were investigated by sustainable development theory,government governance theory,references and survey research methods in HuaiAn.In recent years,the government management Achievements of industrial hazardous waste in Huaian was affirmed.In the meanwhile,the problems in the government management process was also found in HuaiAn City.Basing on advanced experiences in government management of industrial hazardous waste in Portugal,New Zealand and the United Kingdom of west country and Quanzhou City,Nanning City and Huizhou City of China,the reasons for these problems were analyzed.The government management did not obtain the accurate data on industrial hazardous waste,sufficient government management capacity,adequate management of storage sites and sufficient disposal capacity of Huaian City.Strong environmental protection propaganda,the enhancement management of the storage site and the capacity building of the disposal of industrial hazardous waste were proposed.This article is mainly divided into five parts.The first part is the introduction,which mainly includes the research background,research significance,domestic and international research reviews,research ideas and research methods.The second part mainly introduces the related concepts and theoretical basis of industrial hazardous wastes.The third part mainly analyzes the current situation,effectiveness,problems and reasons of government management of industrial hazardous waste in Huaian City;the fourth part mainly deals with the relevant experience of government management of industrial hazardous waste at home and abroad;the fifth part mainly deals with the emergence of government management of industrial hazardous waste in Huaian City Countermeasures and suggestions.According to the research on the government management of industrial hazardous waste in Huaian City,we can see that the development trend of government management of hazardous waste in China is:law enforcement teams are becoming more and more standardized,law enforcement is becoming stronger,the main responsibility of environmental protection is more clear,and hazardous waste disposal is more Efficient.Strengthening government supervision of hazardous waste is conducive to improving the current ecological environment;it is conducive to strengthening the environmental awareness of enterprises;it is conducive to promoting the construction of a service-oriented government;and it is conducive to improving the credibility of the government in people’s hearts. |
