| Coal has been an important part of China’s energy structure for a long time.The healthy and orderly development of coal industry directly affects the national economy,but the occurrence of coal mine accidents seriously restricts the healthy and orderly production of coal mines.In the past ten years,China’s coal mine production safety situation has shown a good trend,but in the past five years,the speed of accident index is lower than that in the last five years,which reflects that the previous safety management model was effective,but further improvement is still needed.Aiming at the deficiencies in the application of “Opinions on the Implementation of the Guidelines for the Prevention of Major Accidents to Build a Double Prevention Mechanism” in 2016 by the Safety Committee of the State Council and “Guidelines for the Implementation of the Double Prevention Mechanism of Graded Management and Control of Coal Cine Risks and Investigation and Control of Accident Potential” issued by Shan Dong Province in 2018,some key technologies in the double prevention mechanism are improved based on the accidents evolution in this paper,and applied in Zhang Ji coal mine in Shan Dong Province.The research contents are as follows:(1)Discuss the difference and connection of hazard,risk and accident potential.Study the accident evolution process,and confirm the two important stages of accident prevention by dividing the stages of the accident evolution process,which are the unstable stage and the critical stage.The effectiveness of risk management and control should be strengthened in the unstable period,and the efficiency of accident potential investigation and control should be improved in the critical period.(2)Based on PDCA management mode,the coal mine risk system is simplified into two layers.The weight of the first and second level indexes is calculated by Delphi and AHP methods.Use DEMATEL method to analyze the influence among indexes,and calculate the comprehensive weight of indexes by centrality.Through the above analysis the directions of coal mine risk system are determined.A 3d accident potential classification model is proposed to improve the accuracy of accident potential classification.The investigation and governance organization and governance process of accident potential are sorted out,which can realize the stratification and refinement of the accident potential investigation,and achieve closed-loop management.(3)Applying the double preventive mechanism based on accident evolution mechanism in Zhang Ji coal mine.Through the construction of the risk index system of the coal caving process,the importance ranking of the risk of the coal caving operation is determined,and the risk control measures are put forward.The accident potential of working face was investigated and classified by using 3D accident potential classification model.In view of the different levels of accident potential,the corresponding investigation organization is divided,so that the accident potential management work is more hierarchical.This research can provide a new direction for the double preventive mechanism construction of coal mine and improve the safety management level.It is of great significance to the safety management of coal mine to control the danger in the unstable and critical stage of accident development,and strengthen the two defense lines in the process of accident prevention and control,which can greatly reduce the accident rate. |
